Joint Mock exercise conducted by Railway, 16th BN of NDRF and Civil Authorities to assess preparedness in emergent situation

Today, Delhi division of Northern Railway has conducted mock exercise with 16thBN of National Disaster Response Force (NDRF) and civil authorities to test the adequacy and efficacy of the emergency response plan, to enhance coordination and synergize efforts of various emergency support function, to find out gaps in the resources, manpower, equipment’s and communication systems and make fully prepared to deal with any emergent situation.

In this regard, an accident scenario was created at Tughlakabad Railway Yard where two coaches were got derailed and capsized while entering in Tughlakabad yard and side collided with goods load which was going run through towards Palwal side, resulting in injuries to the passengers.

Railway Control Office immediately informed to concerned officials of Self- Propelled Accident Relief Medical Van, Accident Relief Train, Railway Protection Force, Railway hospital and Government Railway Police, NDRF and Civil Authorities to attend the derailment site. Accordingly, concerned team of each department, railway Civil Defence, Fire Brigade and Doctors of Railway & Local Hospitals reached at site.

Shri Abhimanyu Seth, Additional Divisional Railway Manager Delhi, Sh. Mangal Singh, Senior Divisional Safety Officer/ Delhi division and officers of Northern Railway headquarter and Delhi division reached at accident site. 

The mini control was established immediately with the help of all concerned departments.RPF personnel helped passengers and cordoned the accident site, making announcements to warn public to stay away from the accident site and securing passengers’ luggage etc.

At first, the rescue teams of NDRF, Railway Civil Defence and RPF entered in the capsized coaches to analyze the no. of passengers with their location in the coaches and their evacuation options. First aid was given inside the coaches to passengers wherever possible.  Accident Relief Train teams adopted cold cutting methods to make way to evacuate passengers. Some passengers were evacuated by using rescue methods of Tapri front & back, Fireman chair knot, Flying fox etc from the sleeper coach which had climbed upon the capsized coach.

Medical team-maintained the list of injured passengers with their condition of injuries, and details of Hospitals where they were sent for further treatment, a slip of name and details of patient was provided in the pocket of each and every injured passenger for their identification, at the time of giving first aid or while sending to hospital.

This mock drill of Delhi Division, Northern Railway has shown that Railways is fully prepared to deal such accidents with the help of NDRF and Civil Authorities.
