True to the ideals of welfare, the Northern Railway Divisional Hospital, Delhi is pursuing the policy of progressively improving both the working and living condition of the Railway beneficiaries, besides providing them with maximum possible facilities in the medical sphere.
The Northern Railway Divisional Hospital, Delhi is one of the oldest hospitals in the history of the Indian Railways. It was established in 1936.The Divisional Hospital is committed to providing both curative and promotional Health Care to the Railway Staff and their family. This in turn would make for a contended and healthy work atmosphere. We are also committed to providing quality Health Care Services using the modern techniques which are also cost effective. It is secondary level hospital with 50 beds. It provides sec. level care with industrial care to Railway and RELHS beneficiaries residing in Delhi NCR region with way side stations beneficiaries of Delhi Division.
Hospital is headed by the Chief Medical Superintendent/Delhi who is assisted by 45+1 Medical officers and paramedical staff in his work. There are 16 health units attached with this hospital.

Functions related to Industrial Medicine: -
1. To attend Railway accident & other untoward incidences.
2. To provide emergency medical treatment to travelling sick passengers

4. PME ( Periodical Medical Examination ) of serving employees to allow fit person to continue in those jobs which are related to safe running of the train.

6. Control on loss of man days on account of sickness (both normal & HOD). It is kept under control by medical officers.
7. Safe water supply at Railway Stations.
8. A constant vigil is maintained to check on quality of drinking water made available at Railway stations.
9. There is a well laid down system of reporting and to take corrective measures for unsatisfactory reports.
10. Safe food supply at Railway stations:
Following activities are undertaken to ensure safe food supply at Railway stations.
a) Regular inspections of Kitchens and food stalls.
b) Regular health check up of food handlers.
c) Collections’ of food sample under PFA Act.
d) Collection of food samples under quality control system.
e) Ensuring Factory Act, medical first aids posts are provided to all factories of Indian Railways.
f) Workman compensation Act, activities related to this are under taken on regular basis.
g) Certification of dead bodies at Railway stations , Railway yards , Railway lines etc is being done on regular basis.
h) Certification of Perishable goods in Railway stations about their disposal is done as and when required.
Functions related to Medical Treatment to Railway Beneficiaries: -
Total comprehensive Medical treatment is provided by Indian Railways Medical Department. It includes:
1. Curative health care at Primary level, Secondary level and Tertiary level.
2. Preventive health care.
3. Pro-motive health care.
Out Patient Department: –
Out patient care including diagnosis, consultation, intervention, and rehabilitation services is being provided. Total no of patients attended from April-20 to Jan-21– 28,1285.
Indoor patient department:-
IPD is located on the 1st floor with 50 Bed strength with Male and Female separate wards. Inpatient care is given to the patients whose condition requires admission. They get admitted through OPD and casualty. Total No. of Patients admitted from April-20 to Jan-21 - 398.
Emergency Services: -
Emergency and casualty services are provided round the clock in Divisional Hospital. Medical Officers and Paramedical Staff are on duty in the casualty round the clock to provide services to the railway employees and their dependent. In addition to this station call and train accidents calls are attended round the clock.

A fully functional operation theater is functional in Divisional Hospital Delhi, where surgical operations are carried out in aseptic environment. Eye, Gynae, Ortho and ENT surgeries are done. A computerized Radiological system (Digital X-Ray) facility is available. At Divl. Hospital Delhi. Two private Labs are also empanelled for all radiological investigation at DH. Total no of x-rays done- 4046.
Water Quality Lab.: -
Water quality is very essential in railways. One private lab is empanelled for water testing. A functional water quality lab under Pathology Lab of Divisional Hospital also works to check the water quality for Delhi Division and attached health units area.

Alternative Medicine/Ayush clinic: -
Part time Ayurvedic Doctor is conducting regular AYUSH CLINIC at DH/DLI. Ayushman Bharat Scheme under PMJAY is functional and is registered under this scheme.

An exclusive OPD for Sr. Citizens is being run at the hospital with separate window for dispensing medicine to them.
Treatment of HIV: -
Specialized OPD for HIV Screening and counseling services is available at Divl. Hospital, Delhi.113 patients are registered at Div. hospital.
Health care at door step in Mobile Van and at lock up dispensaries: -
A mobile Dispensary in ambulance is functional for the benefit of the Railway beneficiaries in Delhi area, it is for places where Health Units are not located at the convenient distance and provide monthly medicine for chronic diseases. Areas covered are as under: -

Blindness Prevention Measures: -
In addition to cataract surgery, computerized Ocular Perimetry is being done at DH for Glaucoma patients. It is used for rapid screening and follow-up of glaucoma patients. This test is only available at Divisional Hospital, Delhi in Northern Railway, patients are referred from NRCH for perimetry.
Pulse Polio Immunization Programme: -
Children below 5 years are being immunized against Polio. Total of 6,985 children below 5 years were immunized against Polio.
IT Initiative: -
100% Implementation of IMMS for stock, receipts and issue of medical store items at DH/DLI and all the HU’s of Delhi Division including GGN. - Online demand started for medicine procurement Generation of OPD slips through HIMS using UMID and Other ID’s is being done at DH/DLI. Successfully procured Hospital Security Service for DH/DLI through GeM, being first among all departments of Delhi Division.
Privilege Passes and PTO's have to be applied and availed online by railway employees. With this facility Railway employee is neither supposed to come to office for applying for Pass nor has to wait for pass being issued.
E-office implemented at divisional hospital and at all associated health units. It is a integrated file and record management system, now it is being used by all officers and office working to manage content, search for data internally and collaborate.
The HMIS in Railways has been developed by Indian Railways in coordination with RailTel Corporation Limited. The objective of the HMIS is to provide a single window of clearance of hospital administration activity such as clinical, diagnostics, pharmacy, examinations, industrial health etc.
Safety is accorded the highest priority in Indian Railways, it is of paramount importance. In order to meet any emergency the medical department of Delhi Division has provided following measures: -
ARME scale-1 (Accident Relief Medical Equipment Scale -1) has been stationed at the Old Delhi Railway Station. It forms a unit of the accident relief train. The function of the vehicle is to carry Medical equipments to the site of accident so that prompt Medical Aid could be rendered and injured persons can be transported expeditiously to the nearest hospitals.

POMKA (Portable Medical Kit for Accident): -
They are provided in all health units and Divisional Hospital.
Augmented First Aid boxes:-
They are provided in all stations dealing with passenger Traffic, Workshops, Yards, Loco Sheds, C&W Depots, with Guardsand at all A-1 stations. Basic First Aid Boxes have been provided at other stations in the peripheral areas. Rajdhani/Shatabdi Trains originating from DLI, NDLS, & HNZM have also been provided with Augmented First Aid Boxes.
Disaster Management during summer and festival rush:-
During summer and festival rush period special disaster management duties have been regularly undertaken by the Divisional Hospital , contractual doctors and ParaMedical staff are on duty round the clock at NDLS, DLI, ANVR, & HNZM Stations.
24/7 Ambulance Service:-
Round the clock ambulance services are available at the Divisional Hospital and at the Health units of Arya Nagar GZB, Bhoor Bharat Nagar GZB, TKD, DKZ & SSB.
Mosquito Terminator Spl. Train:-
Mosquito terminator Spl. Train stared in collaboration with MCD for Anti Larval spray with high pressure machine for water bodies and colonies situated along the both the side of tracks in Delhi & NCR region. In order to substantially mitigate the threat of vectorborne disease, including chikungunya and dengue and effective effort to eliminate mosquito larvae.
Awareness and Preparedness of COVID-19 at Divisional Hospital
In view of CORONA pandemic following steps are being taken by DIVISIONAL Hospital Delhi. NRDH is taking a proactive approach to help ensure safety of its doctors, staff and employees. Mask, Sanitizer & PPE Kits were provided for safety. Regular Training was organized for doctors and paramedic staffs to update them. Special webinar were organized. In the wake of the COVID-19 Pandemic 4 Quarantine Centers were functional and doctors and paramedic staff and one ambulance were available. Disinfection of offices and residential areas, Hospital and Health units is being done regularly. One TRIAGE Area has been set up at Hospital entrance for screening of patients and guiding one to Fever Clinic in the next building. Fever clinic is fully functional.
COVID -19 Rapid Antigen Test camp was organized at construction office Kashmiri Gate. A total of 493 railway employees were tested and 2 were reported positive. Concerned health unit in-charge was informed. Positive employees were issued Pulse Oximeter and advised Home isolation for 14 days. Camps were organized at Baroda House and MR Residence, total of 946 tests were done and 2 were positive.
COVID-19 RT-PCR Test is being also done by private empanelled Lab.
Ten Transport Ventilators, Five BIPAP machines and 930 oxygen cylinders were procured for isolation coaches and NRDH in view of this Pandemic. One portable Fogging machine was procured by sanitation department.
Thermal Scanning of patients coming to DH and H. Unit was being done on daily basis. Medical staff has also been deputed at N. Dli station for thermal scanning of passenger and staff working at station. Shramik Spl. Trains were also attended.
COVID Control Room was developed at NRDH ,in which staff was deputed 24x7, who is doing contact tracing of COVID positive patients and nodal officer later informs concerned DSO of the area and informs concerned CHI of area to get sensitization of the area.
Tele Mmedicine Consultation center has been set up at NRDH on 07.04.2020 and is working 24x7.
Quarantine Centre: -
Four quarantine centre started at four HU of Delhi Division.
1) 100 Bedded QC at DTC/TKD
2) 70 Bedded QC at RPF Barrack/TKD
3) 20 Bedded QC at RPSF/DBSI
4) 50 Bedded QC at Training Centre/SSB
All QC were fully equipped with ambulance, doctor and paramedic staff round the clock –
Bio-medical work related to covid-19: - Work order given to the existing authorized CBWTF for the Biomedical waste disposal as per DPCC guidelines to the four quarantine centre , two at TKD ,one at SSB and one at DBSI. Quotation notice released for bio-medical waste disposal for seven HU under Delhi Division. Bar–coding system related to bio-medical of NRDH initiated.
COVID Control Room: - Main control room at Divisional Hospital Delhi which is functional 24*7 equipped with One Nodal officer, One Doctor, Two Staff Nurses, Two Data operators, One health educator .Control room will collect data from isolation control room of various isolation centers and after compiling it, it will be forwarded HQ.
Isolation coaches in Delhi area: - In a bid to increase country’s capacity for isolation facilities, isolation coaches are to be deployed at 10 stations in Delhi Division, Delhi Division is ready to offer isolation coaches to the state and these coaches as quarantine facilities will be used for mild cases. Train coaches have been modified into patient isolation wards to bolster the country's healthcare infrastructure amid the rapid spread of COVID-19.

Patients admitted at isolation coaches are mild to moderate in nature and they are treated by doctors from Army or any other designated hospital. Managed from control room by personnel from Delhi Govt. and Railway administration.
COVID-19 Vaccination centre: - Divisional Hospital/DLI has been nominated as Covid-19 vaccination centre. Work is underway in full swing. Dry run for this was done on 08/01/21.Doctors and paramedic staff was trained for this.
Beside providing medical facilities, medical department is responsible for Sanitation of the Railway colonies of Delhi Division where Health inspectors are posted and are under control of medical department.
