Duty list of Officers & Key Supervisors

Duty List of Sr.DME/O&F/UMB

          1.   Overall Incharge for Crew Management (Loco Pilots/Asst.Loco Pilots, Loco Pilot                  Shunters),      operation of Diesel Locomotives over the Division and Disaster   Management Equipments         (ARTs and BD crane).

2.    Close co-ordination with Control for smooth train operations without any detention to freight/mail express and passenger trains.

3.    Crew balancing amongst different lobbies such as KLK, BTI, UMB, SRE, DUI, CDG etc for effective utilization.

4.    Timely completion of Learning Road, Safety Camp, PME, DSL/ Elect Refresher/ Transportation and other related courses of Running staff.

5.    Up Keep and proper maintenance of crew lobbies with respect to display of ER boards, proper documentation of signing on/signing off, safety bulletin, safety circulars and other records being maintained all the lobbies vis-à-vis CMS working including Fog safe devices.

6.    Proper upkeep of ARTs and BD crane over the Division for efficient and effective working during derailments/accidents for expeditious restoration of operation.

7.    Proper upkeep of various running rooms located over the Division for comfortable stay of running staff.

8.    Close liaison with Oil companies like IOCL/BPCL and HQ to ensure availability of HSD oil at various RDIs over the division to avoid holding of Diesel operation and also regular survey of RDIs as well as their inspections.

9.    Ensuring proper traction training (Elec/Dsl) for running staff as per

requirements.

10.  De-logging of wrongly reported case from Sr.DOM/ADRM/UMB.

11.  Expeditious replies of Audit/RTI cases.

12.  Budgetary expenditure and control, especially, in regard to DSL operation vis-à-vis Electric operation.

13.  Timely submission of Works Programme, M&P Programme and RSPs.

14.  Close monitoring & implementation of 10 hour duty.

15.  Timely compliance of Inspection Notes/ Union Agendas.

16.  Timely finalization of D&AR Cases.

17.  Immediately attend control at the time of any abnormalities/accident or in view of orders of DRM/UMB and shall monitor the movement of ART & Carnes.

18.  Proper monitoring as well as execution of all the contract cases.

19.  Any other job assigned form time to time by DRM/UMB and higher officers.

20.  Coordinator of EnHM at Divisional level and correspondence with HQ.

Duty List of ADME/OP/UMB

1.Close co-ordination with control to have smooth train operation without any detention to freight/mail express and passenger trains.

2.Arrange proper crew balancing time to time amongst different lobbies located at KLK, BTI, UMB, SRE and DUI etc.

3. No running staff should be overdue safety camp/PME/DSL refresher/ Transportation and other related courses, for which close monitoring and following with CLI/Staff/UMB to be maintained. Details to be put up to Sr. DME/O&F/UMB on 5th of every month.

4.No running staff should be overdue LR of a particular section. Close monitoring with the concerned SSEs to be maintained.

5.Up Keep and proper Maintenance of crew controller lobbies in regard to proper display of ER boards, proper documentation of signing on/signing off, safety bulletin, safety circulars and other records being maintained all the lobbies vis-à-vis CMS working including Fog safe devices.

6.Ensure that all incoming/outgoing running staff are subjected to breathalyzer  test at the time signing on/signing off, for which surprise checks are to be carried out during odd hours (0.00 to 4.00 hours) at least once for each lobby every month and outcome of the same are put up to the Sr.DME/O&F.

7.Proper upkeep of ARTs and BD crane over the Division for efficient and effective working during derailments/accidents for expeditious restoration of operation, Nomination of staff for ART should also be ensured.

8.Proper upkeep of various running rooms located over the Division for comfortable stay of running staff to be ensured, for which regular inspections to be carried out and the infirmities noticed are to be brought to the notice of concerned departments and the same are discussed with the Sr.DME/O&F on every Monday.

9.Close liaison with Oil companies like IOCL/BPCL and SME(Fuel)/NDLS to ensure availability of HSD oil at Various RDIs over the division to avoid holding of Diesel operation and also regular survey of RDIs as well as their inspections.

10.The prime duty of ADME/OP/UMB in the changing scenario of freight traffic is to be ensured that running staff of UMB, SRE, KLK Sheds Should be duel trained for which close liaison is required with various sheds and principals/ETC/CNB.

11.De-logging of wrongly reported case from Sr.DOM/ADRM/UMB.

12.He should also ensure that proper reply is given in the morning coaching strip against the case of DSL locos and cases pertaining to loads waiting for crews.

13.Expeditious replies of audit cases.

14.Budgetary expenditure and control, especially, in regard to DSL operation vis-à-vis Electric operation.

15.Timely submission of WP, M&P programme and RSP and ensure that items of critical nature pertaining to ART are well covered.

16.Close monitoring of implementation of 10 hour duty and ensure to relay PDD of every lobby to HQ.

17.Dealing with DRM/CMEs inspection note and their finalization, after having discussion with the Sr.DME/O&F.

18.Ensure early finalization of D&AR enquires entrusted to Inspectors as well as D&AR case monitoring. Absentee cases to be closely monitored and ensured that charge sheets are issued without any delay and these are finalized at the earliest possible.

19.He shall immediately attend to control at the time of any abnormalities/accident or in view of orders of Sr. DME/O&F/UMB and shall monitor the movement of ART & Carnes.

20.Proper monitoring as well as execution of all the contract cases viz. Transportation of Khana boxes, Running Room Contracts, Subsidized meal contracts etc. including their timely award.

21.To ensure timly reply of RTI cases.

22.Any other job assigned time to time by Sr. DME/O&F/UMB and higher officers.

Duty list of ADME/DSL/KLK:

1.To ensure successful service operations of ZDM3 Locos, RMCs & Steam Loco with aim of running of maximum numbers of Trains in KSR section.

2.Responsible for performance of DSL Shed Kalka unit in terms of Locomotive performance & maintenance, Crew Management, Union related matters, Crew Running Room Management (SML), Running of vintage Steam Locomotive KC-520 & Rail Motor Cars, Managing ART.

3.To ensure/Monitoring of on-going works related to maintenance, safety & punctuality of NG Loco & RMC of NG DSL Shed / KLK. Improvement maintenance practice through inspection launching special drives in summers season to avoid enroute failures. 

4.Monitoring the operations of running crew management, CC Lobby/KLK, Running Room SML, RDI/KLK and ART/KLK.

5.Administrative works related to DSL Shed KLK unit, Divisional Level & Head Qtr etc. To follow instruction an implementation of policies/orders of Divisional Level & Head Qtr.

6.Management of fund/budget allotment, Store procurement cases, Work Contract cases. Chasing of Materials for shed against Non Stock / Stock items & arrangement of Spare from different railways sources. Chasing of works contacts/ outsourcing and their implementation.

7.Inventory management at KLK unit.

8.Timely disposal of scrap.

9.Planning for dispatching of locos for POH Sch to Central Rly.

10.Liaison with C. Rly. Parel Workshop and RDSO/LKO.

11.Innovation & system improvement of effective working.

12.Smooth functioning of satellite SML Shed.

13.Liaison with Operating Deptt. for running IRCTC Spl/Charter service in KSR Section.

14.Counseling of staff/supervisors on special drive.

15.To implement the instruction of HQ / Rly. Board by organizing daily morning meeting.

16.Adopting special measures to avoid setback / failures of loco & RMCs.

17.To control expenditure by using repair practice rather to purchase new items.

18.Ensure proper testing of material for reliability of locos. 

Duty list of Key Supervisors (Loco Incharges):

1.Close co-ordination with control to have smooth train operation without any detention to freight/mail express and passenger trains.

2.No running staff should be over due safety camp/PME/DSL refresher/ Transportation and other related courses, for which close monitoring and following up with CLI/Staff/UMB to be maintained.

3.No running staff should be over due LR of a particular section. Close monitoring with the nominated CLI of Loco Pilots to be maintained.
