Electrical RSO




1. Organization: -

The RSO organization took its current form on 28.01.1997 with the bifurcation of erstwhile TRD branch and was headed by an independent branch officer i.e. Sr. DEE/RSO.

The organization is headed by Sr. DEE/RSO/NDLS who is assisted by one DEE and two ADEEs at NDLS.

2. Infrastructure: -

2.1 Running Rooms: -

There are 6 Running Rooms under Elect/RSO wing of the division, with a total bed capacity of 616. These are spacious Running Rooms with proper facilities and amenities to provide a clean, hygienic and comfortable environment to Running Staff. The Running Rooms are looked after by Sr. Crew Controllers (CLI). The details of running rooms are as under:

There is a one control office headed by CTLC in DRM’s office, New Delhi. It maintains close co-ordination with control offices at JHS/AGC/TDL/ALD of NCR, KTT of WCR and UMB, FZR, LKO & MB of NR.

5.0 Major achievements/ initiatives/ innovations during 2020-21: -

5.1 TECHNICAL GYAN -  AAPKE DWAR: -

To improve the knowledge of recently converted (from DSL to Electric traction) LPs & ALPs, an innovative concept of counseling “Technical Gyan Aapke Dwar” has been restarted by Delhi division during the month. The above counseling sessions were also conducted during Dec’18 and Jan’19.  During above counseling, Sh. Laxman Singh, CTA & CLI goes to different crew lobbies for counselling of newly converted running staff. He stays there and interacts with running staff and councils them in the field, he found weak them. Special emphasis is being given on Technical knowledge and troubleshooting of electrical locomotives. For better understanding, both theoretical and practical counseling on locomotive is being done.

          


5.2 Setting up of Electronics Lab at New Delhi Trip Shed: -

In order to compliance of KPIs issued by HQs office, an Electronics Lab has been established at Trip Shed New Delhi. The above lab will provide the testing facility of three phase locomotive’s sensors & different types of electronics cards.

          

It will be helpful in preventing unscheduled movement of light engine to ELS/GZB.

5.3 Starting WRP of electric locomotives at Coaching Care Centre: -

In order to minimize the LE movement between trip sheds and ELS, Delhi division has started WRP of electric locomotives at different coaching care centres at ANVT, HNZM and Train Set shed at SSB.

5.4 Development of website by ETC/GZB: -

ETC/GZB has developed its own website (www.gzbetc.in), the website is designed in such a way that it will not only provide the complete profile of institute, but also gives the useful information about training schedule, new courses, results, sports activities, cultural activities, and online registrations of all trainees. Pr. CEE/NR launched the website virtually on 22.01.21 and has sanctioned a group cash award of Rs. 25000/- to ETC/GZB for the same.

          

Foundation day (30th)  was celebrated on 23rd January-2021 at Electric training Centre, N. Rly Ghaziabad. Cultural programme were organized and participated by App. ALPs & faculties of ETC. CEE/Mobility/NR attended the function along with other officers Sr.DEE/RSO/DLI, Sr.DEE/RS/GZB & DEE/EMU/GZB.


5.5 Other improvements at ETC/GZB: -
  • The Inauguration of renovated recreation room was done by CEE/Mobility on 23rd Jan’21.
  • Six nos. new flexi boards have been  provided in lobby of 1stfloor  with technical details and salient features of conventional and three phase locos with latest  development in 3-phase locos.

          


5.6 Commissioning of Trip Shed at HNZM: -

On dated 30.11.2020, new Trip Shed at HNZM has been commissioned and made functional. This new trip shed was constructed by Construction organization of Northern Railway. The old trip shed will be dismantled in due course. The administrative control of above trip shed is with Sr.DEE/OP/AGC (N.C. Railway).

          


5.7 Implementation of testing of Rajdhani trains with HOG in stabling line: -


Testing of Rajdhani trains with HOG of electric loco has been started in washing line. It will help not only in saving of fuel energy but also help in providing pollution free environment.


5.8 Preventive measures being taken by Electrical RSO, Delhi Division to control COVID-2019: -

In order to  ensure health of LPs/ALPs and other essential staff who are plying their role in COVID-19 special, workmen special & freight train operations, following steps at trip sheds, lobby & running rooms are being taken by Electrical RSO wing of Delhi Division:-

Sanitization of Locomotives: -
  • Round the clock staff being provided at yards/pits to ensure sanitization of each loco before & after each crew changing. 
  • Ensuring sanitization of each loco.
  • CBC coupling operating handle, cab handles, driver desk, SA-9/A-9, throttle etc being sanitized.
  • Sanitizing staff using face masks and gloves.
  • Ensure adequate availably of sanitizers, face masks and gloves.

 Steps being taken at Lobby & Running Rooms: -

  • Frequent sanitization of Crew lobby & Running room’s premises.
  • Provision of Thermal scanning, availability of sanitizers and liquid hand wash.
  • Washing hands before entry in the lobby & Running rooms.
  • Doors of the lobby remains open to avoid frequent touching of handle of the door.
  • On duty staff equipped with face mask and frequently using sanitizers.
  • Biometric system of CMS kiosks has been disabled.
  • Only random BA testing, as per latest instructions, is being done.
  • No LP & ALP touching the CMS kiosk. Only dedicated person making entry in CMS kiosk for sign on / off.
  • The kiosk is being sanitized each handing / taking over charge.
  • Social distancing is being ensured.
  • To ensure hygiene in the kitchen & dining, frequent cleaning of all tables, chairs, utensils etc.
  • Call book has been closed. Calls are being given verbally.
  • Doors’ curtains have been removed.
  • Each room being sanitized including switches, doors, handles before entry and after exit of each running staff.
  • Bathrooms and toilets are being cleaned regularly.
  • Fresh Bed sheets and pillow cover being provided to each occupants. Blankets have been removed; however, quilts are being issued with fresh/ washed quilt cover.
  • Blowers have been provided in the running room to maintain the room temperature. 

6.0 Steps taken towards safe train operations: -

To ensure safe train operations, following steps have been taken by RSO/DLI:

6.1 Special counselling of LPs & ALPs: -

Three rounds of intensive counselling of LPs & ALPs on precautions for train working in foggy weather and trains working in modified mid section automatic signalling territory has been done.

6.2 Updation of Signal Location Book: -

Signal location book, having locations of all signals in electrified territories of DLI division, UMB-ASR, UMB-KLK, SRE-DDN, GZB-MB-LKO sections of NR, GZB-CNB & PWL-JHS sections of NCR, has been updated, printed and being distributed to all LPs & ALPs of Electric wing of Delhi division.



These books will be very useful in assisting the running staff in locating the approaching signals during conditions of impaired visibility like during dense fog etc.

6.3 Updation up Fog Safe Devices: -

Mapping of all signals and other installations in have been updated in all FSDs and FSDs have been started to issue all LPs of mail/express and goods trains.


6.4 Intensive monitoring of compliance of maximum permissible speed limits & speed restrictions: -

In order to ensure safe train operation, intensive monitoring of compliance of maximum permissible speed limits & speed restrictions (permanent & temporary) by LPs in sections, loop lines, yards, loco outpits is being done at officers’ & supervisors’ level. For this, speedographs of a large number of mail/express, goods, EMU/MEMU trains and Light Engines, worked by crew of different divisions, are being downloaded and analyzed. A summary of such speedographs downloaded and analyzed, during the year, of different types of trains & Light Engines, worked by crew of different divisions, is furnished as under: -

The concerned divisions have been advised to counsel such crew.  Crew of DLI division & their nominated CLIs have been counseled and their further performance is also being monitored.


6.5 Monitoring and counseling of running staff: -

In order to check the alertness of LPs & ALPs, intensive monitoring, footplating and counseling of running staff on safety aspects are being done by CLIs.

Surprise checks: - conducted for checking alertness of LPs, unauthorized traveling in cabs, use of mobile phones, whistling habits of LPs, Speed monitoring through Speed Guns.

Ambush checks: - at L-Xing gates, automatic signals, yards, outpits conducted on regular basis to ensure safe train operations.

6.6 Special Initiative taken by RSO/DLI: -

In order to sensitize the running staff to avoid recurrence of recent abnormalities/ loco failures cases occurred on account of crew, a big size white board has been provided on each lobby under Electric RSO. The recent abnormal incidents/ operational loco failure cases are written on the above board by highlighting the mistakes done by crew and what action should be taken to avoid recurrence of such incident.



The matter on the above notice board will be changed after each 15 days.

6.7 Interaction session with running staff at TKD lobby: -

In order to educate and sensitize the running staff regarding importance of role of running staff to provide safe train operation by taking proper rest, complying of safety rules, alertness during train working, an interaction session with the running staff at crew lobby TKD was conducted on dated 17.09.2020. The precautions regarding prevention of Covid-19 were followed during interaction session like social distances, use of face mask.

Approx. 60 nos. LPs & ALPs were present in the interaction session. The above interaction session was highly appreciated by the members of running staff and representatives of trade unions.


7.0 Training Courses through e-learning: -

Training courses i.e. AC refresher, EMU refresher, Loco conversion etc have been done at ETC/GZB through e-learning. Similarly, Traffic refresher course have been started at ZTI/CH. The detail of courses organized organized and number of staff participated from Apr’20 to Jan’21, is tabulated as under:

8.0 Saving of Revenue: -

8.1 Saving of Railway revenue at Running Rooms: -

In compliance of instructions of Railway Board regarding saving / control on expenditure during COVID-19, by taking special steps to control the expenditure of running rooms, the contractual staff at running rooms has been curtailed as under: -

8.2 Energy conservation by using Regenerative braking in three phase locomotives: -

In compliance to Railway Board’s as well as HQ’s instructions, to achieve saving in energy, regenerative braking in three phase locomotives is being adopted as a “Mission Area”. In this regard, intensive counseling of the LPs, under a special drive, has been done for maximum use of regenerative braking in three phase locomotives and to feed energy readings in CMS. Close monitoring of the data of energy consumed / regenerated, available in CMS, is being done.

As per CMS report, the details of energy consumed/regenerated during current year (upto Jan’21) are furnished as under:-

The above energy regenerated resulted into saving of 1544669 Units i.e. approx. Rs. 10.04 Crores during current year.
