Mechanical Power & EnHM Wing
Overview: - The Mechanical Power& EnHM Wing is headed by Sr. DME/Power& EnHM and assisted by one ADME/Power. Diesel Operation plays a vital role in traffic movement over Delhi division. The Power wing has sanctioned Running Staff strength of 1963. Against this, on roll staff strength is 1789. The Crew of Delhi Division works the trains in adjoining Bikaner & Jaipur Divisions of NWR, Allahabad & Agra Divisions of NCR and Izzatnagar Division of NER besides all divisions of Northern Railways. There are 7 crew lobbies, 8 Running Rooms and 6 Railway Consumer Depots (RCDs) over the division under Mechanical Power Wing. EnHM wing is ensuring monitoring of compliance of Hon’ble NGT orders, submission of monthly action plan of nominated 33 Railway stations of Delhi division, certification of ISO 9001: 2015, Green ratings of station buildings, railway hospitals and administrative blocks, to obtain consent to operate from SPCBs, Energy audits & Water audits of nominated 33 stations and monitoring of Green Delhi App & SAMEER App of DPCC and CPCB. There is one ‘A’ class ART and one SPARMV stationed at Delhi Main station. Three in-motion weighbridges (EIMWB) and one static WB is also maintained by Mechanical Power Wing.
1. Lobbies:- There are 7 Lobbies under Mechanical Power wing in the division, with a total Sign ON/OFF capacity of 2175/per day.These lobbies have proper facilities and amenities to provide a safe & secured environment for Signing ON/OFF duty by Running Staff. 2. Running Rooms:- There are 8 Running Rooms under Mechanical Power wing in the division, with a total bed capacity of 554.These are spacious Running Rooms with proper facilities and amenities to provide a clean, hygienic and comfortable environment to Running Staff. 3. Diesel Fuel Installations:- There are 8 RCDs over the division, out of which two are in the Diesel Shed at Tughlakabad and Shakurbasti under Sr.DME/Dsl Shed /TKD and Sr. DME/Dsl shed/SSB respectively. At all the RCDs except NDLS, the HSD fuel is supplied by Tank Trucks (TT).  
4. Disaster Management:- "A" class ART with modified Gottwald 140T crane is stationed at Delhi Main station. For expeditious restoration, Division has a Road Mobile LUKAS Van to tackle minor derailments within Delhi area/ NCR area. This road mobile facility take cares of more than 80% derailments within Delhi area. An additional facility of MFD re-railing equipment is also provided at Jind, Ghaziabad and Tughlakabad to take care of derailments at nearby stations. Mechanical Power Wing is in-charge of disaster management of the Division. Provision of one additional Re-railing equipment of BEMCO, Fire suit, Diving suit and additional hydraulic cutter for Delhi ART has also been made. 5. Other Activities:-
Providing crew for:- - 38 links of Superfast/Mail/Expresstrains.
- 53 links for DEMU (25)/Passenger(28)trains.
- Avg. 17 pairs of Special/Festival trains like Puja specials, Holi specials, Chhat specials, POW, Deccan Odyssey, Maharaja exp. and VIP specials time to time.
- 140 T crane, ART and SPARMV.
- Delhi Area Pilot & Coaching Pilot.
- Fairy Queen/Steam Charters Special Trains.
Training, Monitoring and Counseling:- - Scheduling training program of Diesel Running staff for promotional courses, safety course, traffic courses and other periodical refreshes courses.
- Monitoring / grading of loco pilots by CLIs.
- Counseling of running staff regarding Safety Circular & Safety Drives of Head Quarter/Divisional Office and modifications of diesel locomotives/DEMU.
- Monitoring of PME, Safety/refresher courses of all Running staff to ensure that no overdue running staff to be booked for train working.
- Updating and Publishing of Signal Location Booklet for Running Staff every year.
- Training of new locomotive (WDG-6G) at Roza and (WDG-4G) at TKD.
- Counseling & training regarding safe train operation during foggy weather.
- Training regarding use of FSD (Fog Safe Device) during foggy weather.
EnHM Wing Delhi Division
1. “World Environment Day” celebrated on 05.06.2021& plantation of sapling was done at various lobbies, running rooms & RDI’s under Mechanical Power Wing. 
2. “Cleanliness Week” was celebrated during 10.08.2020 to 16.08.2020 successfully under EnHM project at all running rooms & RDI’s.
3. “Harit Diwas” was celebrated on 28.08.2020 at various Running rooms & RDI’s with sapling of plants under Mechanical Power Wing.
4. Pledge of “SADBHAWANA DAY” was taken by all running & other staff of running rooms, lobbies & RDI’s on 20.08.2020.
5. Rail Bhawan has been awarded “Gold Rating” by IGBC under EnHM initiatives in August 2020.
6. “Swachhta Pakhwara” was celebrated under Mechanical Power Wing from 16.09.2020 to 30.09.2020 under EnHM project. In addition, all stations & other railway establishment were also covered by Commercial & Engineering department under the drive.
7. Tree plantation was conducted by Running Staff in Running Room at JHI & JHL as an initiative for making environment better & greener.
8. The NEW DELHI RAILWAY STATION of DELHI division has been re-certified as PLATINUM Green Rating by Indian Green Building Council. As part of Hon'ble PM of INDIA GREEN INDIA campaign, the station has set up bench marks in terms of: -
- Passenger's friendly amenities at station.
- Energy saving compliance by ensuring 100% LED lights and BLDC fans, rooftop solar panel to harness solar power.
- Taking care of various Environmental issues like Green cover increase, ISO 14001 certification and Solid waste management compliance.
- Water conservation measures like setting up of Waste Water Treatment Plant and Rain water harvesting system.
- Smart station features like– Wi-fi facility, Automatic ticket vending machine, CCTV surveillance, Smart Card Ticketing, Pharmacy & Medical facility, Pre-paid cab facility, Food court, Tourist information & booking Centre, Retiring Room Facility, Shopping Area and Child help desk etc.
- Initiatives on Health, hygiene & sanitation like Tobacco smoke free, safe drinking water facility, plastic free environment, setting up of material recovery facility etc.
- With this, the station has become the First station of NORTHERN RAILWAY to get such award.
9. The Surveillance Audit of all the 33 nominated stations have been got done by power wing.

10. Following EnHM related activities got ensured during the year: -
DLI division has 40% of NR EnHM work load and following activities ensured: -
- Energy audit of all the 33 nominated stations of DLI division.
- Water audit of all the 33 nominated stations of DLI division.
- Green Co-rating of stations: -
New Delhi – PLATINUM Hazrat Nizamuddin – CERTIFIED Anand Vihar terminal – SILVER Delhi Cantt. & Delhi Sarai Rohilla – SILVER - In addition, “PLATINUM” Green rating for NR Central Hospital and “GOLD” Green rating for Rail Bhawan has been achieved.
- Regular monitoring and closure of complaints by respective departments in Green Delhi App of DPCC and SAMEER App of CPCB ensured.
- Designing of WEB for NDLS and other nominated stations for public grievance as per Hon’ble NGT orders.
- CTO for 7 stations & 15 goods siding and CTE for 4 stations obtained. All the stations have applied for CTO/CTE.
- Surveillance Audit for ISO 14001:2015 for all the 33 nominated stations have been got done.
