In this ongoing festive season, Delhi Division of Northern Railway is sharing the joy of festivities with the passengers by running the festival special trains for the passengers travelling to their native places to celebrate the Puja, Diwali and Chhat festival with their families for the convenience of rail travelers and to clear extra rush of passengers during this festive season.
Special Trains
Ø327 trips of Special Trains to run ensure smooth and comfortable travel during Pooja, Diwali and Chhat Festivals. Special trains have been planned to connect major destinations across the country on railway sectors like Delhi (DLI)/New Delhi (NDLS)/Anand Vihar Terminal (ANVT) to Patna, Danapur, Patna, Muzaffarpur, Jogbani, Saharsa, Jaynagar, Katihar, Darbhanga, Gorakhpur, Raxual, Varanasi, Gaya, Shri Vaishno Devi Katra.
ØUn-announced special trains shall be run on advise of Station Directors or SS, based on ground situation.
Crowd Management
ØCrowd controlling measures by forming a queue at the terminus stations with the supervision of RPF staff for orderly entry of passengers in unreserved coaches is being ensured.
Ø“May I Help You” booths are kept operational at important stations where RPF Personnel and TTEs are deputed for proper assistance and guidance of the passengers.
ØAll efforts are being done to ensure no change of platform at the last moment.
ØA well equipped mini-control to be manned by nominated staff of all Departments to be setup at New Delhi (NDLS), Old Delhi (DLI), Anand Vihar Terminal (ANVT) & Hazrat Nizamudin (NZM) Railway Stations,
ØOfficers will be deputed as Special Duty Officers (SDOs) at NDLS, DLI & ANVT stations during the peak rush period.
ØFormation of “passenger holding Areas” (Pandals) at NDLS & ANVT for keeping the crowd in circulating area during pre-departure waiting period, so as to minimize rush at Platforms. Covered tentage, Lighting , Fans, Water booths, Portable toilet blocks nearby, TV screen with DTH, Food stalls – Departmental and IRCTC, Train information display – 50” showing regular as well as special trains with expected departure time & Platform no. Separate Public Address System – (manned), Posters of Special Trains being run from all terminals of Delhi area on that day, Mobile charging point: Multicharger units.
Setting up of audio control for local announcement in pandal and sound distribution of infotainment equipped with column speakers, audio amplifier and microphone on pedestal stand. Installation of LED screen of wall size 8’X6’ in pandal for display of infotainment content (for chhath related movies and devotional songs). Installation of DTH system and DVD player with video mixture to display TV and DVD content. Additional horn speaker of auto announcement in pandal.
ØAll east bound trains to be run from PF 16 at NDLS and from PF 1 at ANVT as far as possible, for better management of passenger crowd. Platform berthing would be arranged in such a manner that arrival/departure of trains should not be done simultaneously from the same island platform.
ØOpening of additional booking/Reservation/Enquiry Counters (47 UTS counters, 06 Reservation, 03 Enquiry counters at ANVT and 45UTS counters, 04 Reservation, 04 Enquiry Counters at NDLS) as per the need.
ØDeployment of Additional ticket checking/commercial staff (50 Nos. at NDLS and 30 Nos. at ANVT), Platforms and other strategic locations in coordination with RPF. Closure of parcel booking and movement during rush period at New Delhi, Delhi Sarai, Delhi Main & Anand Vihar.
ØDeployment of Scout & Guide and Civil Defence volunteers. Scout and Guides to be provided to work as facilitator for ATVM and CO-TVM machines (if required) and for passengers help & guidance.
ØProper placement/relocation of catering and vending stalls to avoid obstruction to passenger’s movement at platforms. Vending stalls and trolleys would occupy only the authorized space. Adequacy of food & snacks at stations, especially “JantaKhana”.
ØDeployment of a doctor from 06.00 hrs to 24.00 hrs in mini control room each at NDLS, DLI & ANVT in two shifts. one Doctor each (on call) to be nominated for HNZM & DEE.Northern Railway Central Hospital Divisional Hospital and Railway dispensaries near railway stations to be instructed to remain in readiness to attend to any eventuality at railway stations.
ØAvailability of First Aid Boxes and availability of medicines should be monitored regularly at all the stations. First Aid Posts will be set up during 20/10/23 to 23/10/23and 06/11/23 to 19/11/22at NDLS, DEE, DLI, HNZM & ANVT Round the clock ambulances at DLI, ANVT, NZM & NDLS.
ØSecurity Arrangements
·Special security arrangements at stations including about 1300 additional RPF/RPSF personnel at NDLS, ANVT, DLI & NZM, deployment of dog squads, Baggage scanners/Metal Detectors at all entry gates, Hand held metal detectors, Manning of all the entry gates, Mega mikes and Manila or Nylon ropes at FOB and platforms.
·Additional 80 CCTV cameras will be set up at ANVT, NDLS & DLI.
·Additional 450 Waki-talki, Loud hailers, 5 VHF sets will be provided to staff for better communication.
·Coordination being made with concerned DCPs of Delhi Police for arrangements of Bomb Disposal Squad, traffic arrangements
·Coordination being made with DCP/Railway for deployment of additional staff.
·Coordination being made with Director Delhi Fire Service for arrangement of 07 Fire tenders i.e. ANVT-01, NDLS-02, NZM-02, DLI -02.
·Two separate teams have been formed to control & detect the incidents of ToPB (Theft of Passenger Belongings) & black marketing of Railway tickets.
