1.0 Organizational Setup

1.1 Gazetted: -

Sr. Divisional Signal and Telecommunication Engineer (Co-ordination) heads the S&T wing of the Division and is assisted by Sr. DSTE/I, Sr. DSTE/II, four Senior Scale Officers and nine Assistant Scale Officers.

Out of this team of officers, three senior scale officers viz. DSTE/HQ, DSTE/I & DSTE/II (vacant) and two junior scale officers viz. ADSTE/HQ and ADSTE/Railnet areheadquartered at Divisional Office and seven Junior Scale Officers headquartered at Panipat, Faridabad, New Delhi, Delhi, HazratNizamuddin, Meerut Cantt, and Rohtak. 

1.2 Non-Gazetted: -

There are thirteen maintenance units with stores in the field, responsible for proper upkeep of signaling gears of the division. Each unit is headed by a Sr. Supervisor. Similarly, there are four maintenance units with stores in the field, responsible for proper upkeep of telecom gears of the division. Each unit is headed by a Sr. Supervisor.

3.2 Section wise Signal Incidences: -



4.0 Achievements of S&T For The Year 2018-19: -

A. Innovation: -

B. Commissioning and Interlocking: -

  • Electronic interlocking at NiloKheri, Taraori and DhodaKheri were provided and commissioned by Project Organization.


  • Route Relay interlocking was provided at Faridabad New Town by Construction Organization.
  • Work of “Provision of One crossover from South Line to UP Main Line at Delhi Cantt end of Delhi Sarai Rohilla Yard of Delhi-Rewari section” commissioned. This involved provision of new crossover no. P281 which will enable Departure facility from South Line to Up Main Line at Delhi Cantt end of Delhi Sarai Rohilla Yard by Division.
  • 06 Level crossing gates were provided with Electric lifting barrier for ease of operation.


  • 05 level crossing gates were interlocked to improve safety.
  • New Data logger of 1024 Digital inputprovided at Ghaziabad station by Division and old RTU were replaced with Datalogger of 512 digital inputs at 4 nos. relay hut between Panipat – Gharaunda Section.
  • MSDAC (CEL make) provided by Project Unit at Pehowa Road station yard for complete track circuiting of yard.

C. Redundancy in Power Supply and Back up Arrangements: -

  • 11 IPS provided at various stations and LC gates for uninterrupted power supply to improve reliability of power supply.


  • Auto fuse change over system provided at 14 nos. of stations.

D. Safety Improvement Work: -

  • 60 level crossing gates were manned at unmanned LC Gates to enhance the safety.
  • 79 Sliding booms barriers arrangement for emergency operation of level crossing gates against a target of 50 provided in this year.

  • Dead Approach Locking with Timer provided at Level Crossing gates. Thus total 81 nos. LC gates provided with Timer arrangement.
  • MACL with MLB commissioned at Level crossing gate no. 4 between Narwana and Kalayat stations.
  • Overhauling of Lever frames of 12 cabins was completed at Manani, Rampur Maniharan, Nanauta, Thana Bhawan,Shamliand Hind stations.

E. Dual Detection: -

  • Dual detection with SSDAC installed alongwith existing Block Proving Axle Counter UP & DN lines of block sections –Taraoari – Nilokheri, Nilokheri – Amin, Khalilpur – Rewari and Delhi Kishan Ganj - Dayabasti.
  • Dual detection with SSDAC provided alongwith existing Track circuits at 19 nos. track circuits at 4 nos. of platforms of Ghaziabad, TC no.714T at Holambi Kalan, TC no. 35BT on UP GAL between Tilak Bridge –Hazrat Nizamuddin, 10 track circuits between Tilak Bridge – Anand Vihar. UP & DN GAL of ‘B’ Panel, 1T (Bridge no.149) of Babarpur.

F. System Improvement: -

  • Wireless monitoring system for monitoring various power supplies provided at relay/porta huts and generating SMS alert provided at RH-23, 24 and 25 of Delhi-Ambala section, Lodi colony PH at Delhi Safdarjang & Narayana Vihar PH at Barar Square station.
  • 10nos. of Stabilizers provided in A.C. Power Supply at New Delhi station for regulated Power Supply.
  • 45 nos. Charger off indication provided for 4 nos. of chargers in 60V DC Internal and External power supply of Asaoti station, 3 nos. of chargers of Tilak Bridge provided at ESM room of Tilak Bridge station, 38 nos. of Track Feed chargers of Junction Cabin, Asaoti, Murad Nagar, Meerut Cantt, Pabli Khas and Daurala  stations.
  • 106 nos. new Thick Web Switch Point machine have been provided during traffic block.
  • The replacement of defective/overaged IRS Point machine 202 nos. have been provided.
  • Targeted work of removal of HMUs completed at 140 stations.
  • Provision of Boiler based Distilled water plant has been done at 08 locations. It needs no consumables and improves life of secondary lead acid cells.
  • Earth Leakage Detectors provided at 34 stations to improve the
  • 4600 nos. of   PPTC fuses provided for track circuits at 35 nos. stations
  • Audio visual alarm regarding Fuse Automatic Changeover and Alarm System provided in ESM rooms of Delhi Safdarjung, Barar Square, Tilak Bridge and Okhla stations.
  • Media Diversity by means of OFC Channels provided for SSDAC in block sections (Meerut City-Meerut Cantt) and (Meerut Cantt-Pabli Khas).
  • E1 converter (Maple 4C - Make) provided for MSDAC at TC no. 403T, 405T between DSJ-BRSQ and SSDAC for Block (All UP & DN) at DTN-TUN, PM-DEC, TUN-HMQ, NRW-GSO, MSZ-SSZ & PNP-KURN.
  • E1 converter (CEL - Make) provided for BRZ-BLZ, MDNR – MUD, TPZ-NGL & BMHR-RNA.
  • Track feed charger with potential free contact alarm through data logger provided at 7 stations.
  • 60 Nos of CCTV camera has been installed in NRCH in different locations for security purpose.
  • AT supply has been provided for SMPS of CNL communication & VHF set at NPX (Narinder Pura), MSZ (Mansa) and BLZ (Budhlada) in DLI-BTI section.
  • Hotline connection has been formed between Gate no 195, 197 and 216 between Budhlada to Narindarpura.
  • 01 no PAE, including 184 nos 6 watt Ceiling& wall mounting speaker and 4 Nos 500    watt   Amplifier has been installed in different location at NRCH New Delhi.
  • 01 no Projector and DVD player has been installed in conference hall Renovation work at NRCH.
  • At 19 Nos of station TSR connectivity has been provided and they are: PWL, AST, FDN, GZB, CYZ, TKJ, SSB, JIND, DEE, SBB, B-PNL, ROK, KKDE, FDB, NDLS, DLI, PNP, HNZM and  SZM stations.
  • Video/Audio arrangements for 190 nos. of VVIP functions were arranged and out off 190 the important one includes Hon’ble Prime Minister function for Inauguration of  “Vande Bharat Express”   Train No : 22436 from NDLS to BSB, Inauguration function of Gokulpurboli Halt station in Delhi Area by Hon’ble MR,independence day function at Baroda house,DRM office,NDCPR workshop on children protection, Sadhbhawna divas function & “Satya Nishtha Function” at Railway Board by Hon’ble CRB,
  • BPAC has been shifted from 4 Quad to new 6 Quad cable as per RE modification work in RE-KIP,KIP-IHP,IHP-PTRD,PTRD-JSKA,JSKA-PT,PT-GHH,GHH-GGN sub sections in DLI-RE section
  • Emergency sockets are shifted from 4 quad cable to 6 quad cable in PT-JSKA,JSKA-PTRD,PTRD-IHP and IHP-KIP section as per RE modification work.
