The commercial activities on Delhi Division can be broadly classified under the following heads: -

COACHING

Earning Performance: -

The Billion Dollar Division: - During April - February, 2019 Cumulative Originating Earnings was Rs 8014.80 Croresas compared to Rs. 8190.79 Crores during the corresponding period of last year, thereby registering decline of 2.1%.





Passenger Earnings: - During April-February, 2019 Cumulative Passenger Earnings was Rs 4683.10 Crores as compared to Rs 4621.15 Crores during the corresponding period of last year, thereby an improvement of 1.3%.



At the end of February, 2019, Cumulative nos. of passengers were 26.10 croresas compared to 26.37 crores during the corresponding period of last year, thereby registering a decline of 1.0%.

Other Coaching Earnings: - During April – 1February, 2019, Cumulative Other Coaching Earnings was Rs 419.98 Crores as compared to Rs. 476.55 during the corresponding period of last year, thereby a decrease of 11.9%.



Sundry Earnings: - During April – February, 2019 Cumulative Sundry Earnings was Rs 410.00 Crores as compared to Rs. 385.09 Crores during the corresponding period of last year, thereby an increase of 6.5%.




Commercial Publicity Earnings: During April-February, 2019 Cumulative Commercial Publicity Earnings was Rs 12.21 Crores as compared to Rs. 9.85 Crores during the corresponding period of last year, thereby increase of 24.0%.



Ticket Checking: - Total 3810 ticket checks were conducted during the month of Feb., 2019 resulting in there is a decrease in penalty earning by -22.50 % as222.39 lacs has been earned in comparison to the same period of last year of 286.96 lacs.

Many staff from squads is being utilized to work in train duties for manning special trains and also for Kumbh Mela duties. In view of shortage of staff resulting in adverse impact upon earning performance.

STD/PCO: - 05 PCO/STD booths are functioning at 4 stations over Division.

ATM: - At present 57 ATMs have been installed at 36 stations.

Parking: - The facility of Parking is provided at 41 stations. Out of 62 parking sites, 52 are running through contract, remaining 10 sites are under process for tendering. In addition, 28 new sites have been identified for which tendering is under process.

Deluxe Pay & Use: - 7 units of Deluxe pay & use toilets have been provided at 03 stations i.e Delhi, New Delhi and Nizmauddin.

Battery Operated Vehicles: - Presently ten vehicles at New Delhi, three vehicles at Anand Vihar Terminal & four vehicles at Delhi Jn. for transporting handicapped/Senior citizens/Sick passenger on paid basis across various platforms have been provided.

Area of Concern: -

(A) Decline In Originating Passenger Traffic: - At the end of February, 2019, Cumulative nos. of passengers were 26.10crores as compared to 26.37 crores during the corresponding period of last year, thereby decline of 1.0%.

  • Major reason for decline in short lead traffic is on account of proliferation of Delhi Metro Service. In year 2018, various new routes introduced like Lajpat Nagar to Mayur Vihar Pocket-1, Raja Nahar Singh to Escorts Mujesar, Trilok Puri Sanjay Lake to Shiv Vihar, South Campus to Lajpat Nagar, Mudka to City Park (Bahadurgarh), Kalka ji Mandir to Janakpuri West, Majlis Park to South Campus etc., Aqua line metro between Noida to Greater Noida (NMRC) started w.e.f 26.1.2019.
  • Also, for short lead traffic, due to availability of various other modes like, metro feeder buses, metro, gramin sewa, battery rickshaw etc. number of rail passenger are decreasing.
  • Average punctuality of trains in current year is 60.2%, whereas during last year, it was 61.77% resulted in diversion of passenger traffic to other modes.
  • As per survey conducted at various section over Delhi Division, for short lead traffic, availability of various other modes like, gramin sewa, battery rickshaw, sharing autos, sharing taxis etc played a vital role in diversion of traffic to road since many railway stations are not in close proximity of road. As such passengers prefer to travel in single mode by road instead of road-rail-road.
  • Apart from this, it is also pertinent to mentioned that, various modes available for short lead traffic provides frequent and regular service in comparison to Rail mode.
  • Surveys during Diwali/Chatt rush was conducted and observed that many private buses operates (i.e. AC Sleeper & Non-Ac Sleeper)  between Delhi to Siddarth Nagar (Nepal Border), DBG, MFP, GCT, LKO, FD, BST, MBI, JYG etc. These buses operate from Aram Bagh (Pahar Ganj), Jhandewalan, Nangloi and these operators captures passengers from all over Delhi Area and NCR.

(B) Decline In Other Coaching Earning: - Major decline in other coaching earning is on account of decline in Parcel Earning by 19.9%. Reason for decline in Parcel Earning is as under:-

  • Major factor for decline in Parcel Earning is reduction in CC of SLR compartment from 5 tonnes to 4 tonnes w.e.f 10.5.2018 vide RB Circular No 2016/TC(FM)/15 Dt: 10.5.2018.
  • Less bid offer received in SLR leasing tenders called for during 2018-19 also played a vital role in decline in lease SLR earning.
  • Discontinuation of PCET ex NGC-PTNR-NGC w.e.f Nov’2017.
  • Also, due to introduction of e-way bill, decline in Parcel Earning also incurred.
  • Due to improvement in road infrastructure and less transit time, traffic has been diverted to road.
  • Introduction of GST & e-way bill has favoured road transport.

Action plan for Achieving the Target: - In view of above, an action plan has been formulated and put into the course:-

1. An intensive ticket checking drive is being conducted in identified section on regular basis.

  • Special / Fortress / SRM Checks are being intensified to curb without / irregular ticket passengers.
  • Instructions are issued to stationary staff to boost the ticket checking earning by proper gate manning.

2. Timely opening of ticket counters & ensuring of proper functioning and monitoring of them.

3. To open extra counter at the time of peak hours/rush period.

Innovation & Special Work

1. 06 Plastic Bottle Crusher machines are installed at New Delhi-03, H.Nizamuddin-01, Delhi-01 & Anand Vihar Terminal-01 railway stations under CSR initiative: This facility will encourage passengers to dispose off plastic bottle in an environment friendly manner.




2. Installation of 04 RO plant under CSR at New Delhi Railway Station: -

i. Quality potable water to passenger.

ii. Facility provided free of cost to passengers.

iii. Railway has saved almost Rs. 10 lakhs, since the project has been done under CSR.



3. Workshop for creating awareness on children coming contact with Railways was organized by Delhi Division on 16.08.18 with National Commission for Protection of Child Rights (NCPCR) and DCPCR at State Entry Road New Delhi in the presence of Chairman Railway Board, GM/NR, Pr.CCM/NR.



4. Dual Colour Dustbins has been Installed at Old Delhi Railway Station: -

i. Improve the environment.

ii. Reduce wear and tear cost.

iii. Generating awareness among the public.




5. Introduction of UTS Mobile App for Unreserved Ticketing over Delhi Division: -

i. Book Paperless Ticket through UTS Mobile App.

ii. Passenger can buy/renew Season Tickets and platform tickets.

iii. 5% bonus on every recharge.

iv. R-Wallet can be recharged online as-well-as through UTS counter.




6. Digital QR code based Posters at New Delhi, Delhi and Hazrat Nizamuddin: - Awareness among passengers for Indian Railway History among the passengers about the current development in Railway.




7. 170 nos. of dustbinshad been installed at New Delhi Railway station under CSR.

8. Pilot project of Waiting Rooms at H.Nizamuddin & New Delhi: - Delhi Division have on pilot basis successfully awarded the contract of upgradation of Waiting Rooms (AC & Non-AC) on as is where is basis (which includes existing furniture, lights, fans AC, fittings toilets, etc) at New Delhi and Hazrat Nizamuddin railway stations under NFR policy issued by Transformation cell, Rly Board with a revenue offer received as Rs. 4.10 crore and 1.82 crore respectively for five years. Licensee will be permitted to install unit for dispensing beverages, light refreshments, upgradation of furniture & aesthetics of interior, etc.

9. Allotment of toilets on Build, Operate & Transfer (BOT) basis at 22 locations at 19 stations i.e. New Delhi, H.Nizamuddin, Delhi Jn., Rohtak, Nangloi, Muzaffarpur, Kurukshetra, Sabzi Mandi, Delhi Cantt., Shakurbasti, Karnal, Delhi Sarai Rohilla, Ghaziabad, Adarsh Nagar, Meerut City, Faridabad Town, Panipat, Delhi Shahdara, Sonipat over Delhi Division. The toilet block consist of Gents & Ladies toilets with bathing facility and also toilet for Divyangjan on each toilet block in circulating area. Total revenue of Rs. 1.25 crore earned (per year) as license fee up to 15 years for allotment of this BOT toilets.

10. Allotment of toilets on ROMT basis at 06 locations at 05 stations i.e. New Delhi, Anand Vihar Terminal, Palwal, Kurukshetra, Delhi Jn. (Circulating Area & PF island). Total revenue of Rs. 21, 99, 395 per year as license fee up to 15 years for allotment of these ROMT toilets.

11. Traffic Marshal: - The Traffic Marshal contract is awarded for three stations i.e. New Delhi, Delhi Jn. & H.Nizamuddin railway stations for a period of one year w.e.f. 06.09.18. Marshal will provide marshalling service for getting congestion free approach to the passengers for railway stations for both vehicular & pedestrian traffic in circulating area. It will also provide hassle free movement of inward and outward traffic from station area & ensuring timely catching of train by the passengers.

12. Hybrid Rail Shakti Scheme: - A MOU signed with SBI Bank to collect cash from all stations over Delhi Division. Through this scheme the Delhi Division saves Rs. 1.62 crores annually (does not include the man power & infrastructure utilization at cash office).

13. One Toilet block (1 ladies, 1 gents and 1 Divyang friendly) is provided at New Delhi railway station under CSR.

14. One Toilet Block (03 Gents, 03 Ladies & 03 urinals) build by RITES under CSR at Anand Vihar Terminal.

15. Two Toilet blocks {one near entry/exist gate (04 Gents, 04 Ladies & 04 bath rooms (02-Gents & 02-Ladies) and one near metro bridge (06-Gents, 06-Ladies, 01-Handicap, 01-bath room &06-Urinals)} build through MPLAD at Anand Vihar Terminal.

16. Parking cum stacking contract at Delhi, New Delhi and Nizamuddin.

17. To deter the unauthorized encroachment and to maximize the utilization of Railway asset. A tender has been called to lease out the space of old parcel godown under the name Parking cum Stacking contract for a period of one year at NDLS, DLI Jn. & HNZM. This project will enhance the “Other Coaching Earning” of Rs. 3.54 crore.

18. Outsourcing of cloak room at Delhi, New Delhi & Nizamuddin for implementing new ideas to serve its customer in a better way and to increase the railway revenue, without making any additional expenditure, Delhi division has outsourced the Cloak Room for a period of five years at Delhi, New Delhi and Nizamuddi Station. These contracts will boost “other coaching earning” of RS. 7.25 Cr.




19. Parking on BOT Model: - To safeguard parking land from unauthorized encroachment and to explore the possibility for extra earning under Non-Fare Revenue (NFR), Delhi division has identified and worked out on the unused/ encroached area of railway land at Railway premises/ station for parking purpose on Built Operate and Transfer (BOT) basis. The licensee who has been awarded the contract will be obliged to develop the floor and new boundary walls of the parking site. The licensee would invest the total cost incurred in the construction before the commencement of the contract in the first year itself, while the railways would reimburse the amount in the form of reduction of license, graded over a period of 5 years. Hence, Railways would gain through two fold method (a) no capex would be required to develop the site and (b) land which is prone to encroachment would be reclaimed back to railway. As on date, tenders have been received for 4 BOT parking sites and 10 tenders are in pipeline.

Goods Earnings: -

During April – February, 2019 Cumulative Goods Earnings was Rs. 2501.72 Crores as compared to Rs. 2708.00 Crores during the corresponding period of last year, thereby decrease of 7.6% (as per 7A statement).

Parcel Management System (PMS): - To improve the working of parcel office a number of steps have been taken such as introduction of Parcel Management System and up gradation of major parcel offices viz; New Delhi, Delhi and Hazrat Nizamuddin as detailed below: -

  • For functioning of PMS, 17 terminals, 14 electronic weighing scales, 14 printer, 04 bar code printer and 20 HHTs have been installed at New Delhi.
  • 13 terminals, 15 electronic weighing scales, 9 printer, 4 bar code printer and 20 HHTs have been installed at Delhi.
  • Except one at DLI All lease contracts at NDLS & DLI is being maintained through PMS.
  • 12 terminals, 12 electric weighing scales, 12 printer, 2 Bar code & 6 HHTs have been installed at HNZM.
  • 100% Parcel working at NDLS, DLI & HNZM is being done on PMS.
