1.1 ISO 9001 certificate of all lobbies and running room under RSO control: -
All Lobbies & Running Rooms of DLI RSO wing have been awarded with ISO 9001:2015 certification for proper maintaining & crew management as per ISO standard.
1.2 Foot Plate Monitoring System for CLIs through app: -
Electrical RSO has developed, CLIs foot plate monitoring app & web based system for better analyzing of movement of CLIs with their assigned & non assigned loco pilots. Through above app real time monitoring of CLI is being done. It also helpful in maintaining monthly record of foot plating of CLIs movement. 1.3 Provision of Air Conditioners at Running Rooms at PNP & PWL: -
In compliance of instructions of Railway Board and to provide better resting facilities to the running staff at running rooms, air conditioners have been provided in the running room at PNP and PWL. At ANVT, GZB, NZM & TKD work for provision of AC has been started and will be provided before coming summer season.
1.4 2nd Inter Lobby Quiz Competition: -
To motivate the running staff regarding technical & trouble shooting knowledge of electric locomotives and rules regarding safe train operation, Inter Lobby Quiz contest was started in last year. The quiz contest was highly appreciated by officers as well as by the running staff. To continue the same, on dated 09.02.2019, 2ndInter Lobby Quiz Competition on “Safe Train Operation” was organized by Electrical RSO, Delhi Division at ETC, GZB. Five teams of GZB, TKD, NZM, DLI & PNP lobby participated in the quiz. Each team had five members i.e. CLI, LPM, LPP/LPG, LPS & ALP each.
Three rounds were conducted in the quiz. In 1st round, all five teams participated, in 2nd round top three teams participated and in final round, two top team of second round participated.
In final round, HNZM lobby team awarded as Runner and GZB lobby team awarded as Winner of the quiz.
A participation certificate was issued to each participant of each team. A runner shield, Silver medal & certificate was given to each participant of Runner team. Quiz shield including Gold medal and certificate were given to each participant of Winner Team.
About 120 nos. running staff were participated as audience. For appreciation of audience, gift was given to the audience who given right answer of question passed for audience.
1.5 Provision of fancy lights in the lawn of the running room at ANVT: -
To provide esthetic look to the running room, LED type fancy lights have been provided in the lawn of the running room at ANVT.
1.6 Special training at Basic Training Center at Crew Lobby, TKD:-
With an objective to improve driving technique of weak LPs / LPSs / ALPs and periodically refresh working knowledge of LPs / ALPs, BTC/TKD was started during the financial year 2012-13, as an inhouse innovation. Every week, 3 special refresher courses arebeing arranged on conventional loco, three phase loco and special safety, by utilizing internal resources.
In special safety refresher course, a two hours slot has been kept for discussions on “causative factors of stress & anxiety and ways & means to handle the same”. 404 nos. running staff imparted training at BTC/TKD upto Feb’2019.
1.7 Project Saksham - Training of running staff and maintenance staff: -
In compliance of Railway Board’s instructions, Project Saksham has been started. Under above project, training to running staff is being given at BTC/TKD, ETC/GZB and to maintenance staff at Technical Knowledge Sharing Point/NDLS and all outpits. Saksham training given to 2342 nos. running & maintenance staff.
1.8 Mission Zero SPAD:-
- To avoid SPAD cases, following steps have been taken:-
- For Mission “Zero SPAD” flexi boards have been prepared and displayed at the lobbies and running rooms under Electrical/RSO, DLI division.
- Stickers for Mission “Zero SPAD” have been prepared to distributed to all LPs & ALPs of DLI division to paste in LP Diary.
- Staff counseling on 22 points of Mission zero SPAD is being conducted regularly.
1.9 Takeneeke Gyan Aapke Dwar:
To improve the knowledge of weak converted LPs & ALPs, specially recently converted from DSL traction to Electric traction, an innovative concept of counseling “Takeneeke Gyan Aapke Dwar” was started by Delhi division during Dec’2018. Sh. Laxman Singh, CTA & CLI went to crew lobbies at JHI, JHL, ROK, MTC & SSB lobby. He stayed there for two days and interacted with running staff and counseled them in the field, he found weak them. Special emphasis was given on Technical knowledge and troubleshooting of electrical locomotives. For better understanding, both theoretical and practical counseling on locomotive was done.
During above counseling 109 LPs & ALPs were counseled.
1.10 Reporting and Feedback of Abnormalities by LPs through CMS: -
In compliance of instructions of GM/NR, procedure order for feeding abnormalities in CMS by crew and their disposal including their feedback and closing by concerned department has been prepared. All the crews have been counseled to feed the abnormalities in the CMS. Mobile numbers of all concerned departments have been updated in CMS to given feedback and closing the abnormalities. Monitoring of abnormalities for feedback and closing is being done closely.
1.11 Installation of new CMS Hardware: -
New CMS hardware have been installed at crew lobby GZB, TKD, NZM, PNP, ANVT & PWL. The new CMS kiosk is equipped with integrated BA, biometric system and camera. For making sign on / sign off, the running staff feed their ID. The kiosk verifies the identity of the running staff through biometric system. Further, a camera, attached with kiosk, takes the snap shot of the running staff during BA testing and displays result of BA testing along with photograph of concerned staff. Hence the possibility of misleading during sign on / sign off & BA testing is totally ruled out.
1.12 Installation of CCTV Cameras at crew lobbies: -
CCTV cameras had been installed at all the crew lobbies under Electrical/ RSO, Delhi division. Display monitor for CCTV cameras is provided with CC/Lobby. It records audio & video activities on the lobby and stores data for last 25 days.
1.13 Special mini tool kit to LPSs: -
In the past, there were some incidents occurred where loco pilot shunter (ET) could have saved the detention of mail/express train if they had have some petty tools like screw drivers and pliers. In order to improve punctuality of mail/express trains, a special mini tool kit, having screw driver, plier, wrench & spanner, has been issued to all LPSs of Mail lobby i.e. DLI, NDLS , ANVT & HNZM. The tool kit will be very helpful in averting detention of mail/express trains for minor repair/attention of locomotives. This tool kit is now being planned for ETs involved in shunting of freight trains/locos at GZB, TKD, SSB and PNP.
1.14 Introduction of Signal location Booklets: -
A signal location book, having locations of all signals in electrified territories of DLI division, UMB-ASR, GZB-SRE-UMB/DDN, UMB-KLK, GZB-MB-LKO sections of NR, GZB-CNB & PWL-JHS sections of NCR, being updated and printed every year before foggy weather. These booklets have been distributed to all LPs & ALPs of DLI division. It has been very useful, in past years, in assisting the running staff in locating the approaching signals during conditions of impaired visibility like during dense fog etc.

1.15 Introduction of GPS based “Fogsafe/Fogpass” devices: -
Provision of GPS based “fogsafe/fogpass” devices on all trains plying in highly fog prone sections of NR & NCR is another endeavor of the division for ensuring safe running of trains during foggy weather.
Changes in the locations of signals, during the current, has been updated in the fog safe system by our own CLIs with the help of the manufacturer. The current position of FSD available in Elect/RSO is as under:-
