ACHIEVEMENTS DURING 2020-21

1. Utilization of special power blocks during lockdown period: - In wake of COVID-19, Govt. of India imposed complete lockdown w.e.f. 23.03.2020 and Railway passenger services except essential goods/ freight trains remain suspended since then. For uninterrupted movement of essential Goods trains with electric traction, TRD Delhi division is working hard for maintaining reliability of OHE system.

Delhi division have also utilized the lockdown period to liquidate the overdue maintenance i.e. cross-overs/turnouts checking, IOH/POH maintenance of OHE, checking of section insulators, isolators and isolator gantries of big yards of New Delhi, Delhi, Ghaziabad, Hazrat Nizammudin, Tughlakabad, Shakurbasti, Rohtak,  triangle area between New Delhi- Delhi- Subzi Mandi and triangle area between Patel Nagar- Daya Basti- Delhi Sarai Rohila, which were overdue since last two/three years due to very less/ nil availability of power/traffic block due to regular coaching & shunting movements.

The progress has been achieved with minimum availability of manpower (an average 60% of total staff) for maintaining social distancing during working in wake of COVID-19.

2. Electrification of North BG line between Patel Nagar- Delhi Cantt.: -Electrification of North BG line was carried out and completed by TRD Delhi division. The electrification work of this line was pending due to severe encroachments by slum dwellers. The work of this line was earlier allotted to CORE/ALD under CPD/RE/JP but the work was not carried out and then allotted to NR/ Construction. Construction had also refused to carry out the work and finally Delhi division took this as a challenge to carry out the above electrification work.

It is worth mentioning that this patch of 4.5 RKM was critical for seamless movement of trains with electric traction in Delhi- Rewari section and making Delhi train operation diesel free. This section is highly encroached with slum dwellers and major problems were of shifting of material and casting of OHE foundations in slum dwellers area. There was huge protest by people residing in the area against this work for which help of civil administration was also taken.

Delhi division has started electrification of this line from March 2020, but in spite of pandemic situation and consequent lockdown in entire country, Delhi division completed this work with their sincere dedication and hard work.

        

3. Replacement of overaged/weak catenary wire: - OHE in Delhi area is exposed to chemical pollution as well as human interference i.e. kite flying, birding etc. Catenary wire in OHE is stranded wire and is prone to failure due to cutting of strands for reasons mentioned above.

As per Para 20310 of Vol.-II part-II of ACTM only 10 splices per KM are permissible. However many lengths of catenary wire in Delhi area was spliced at more than 20 locations per KM. This was a major cause of failures and there were several instances of parting of catenary wire causing long traffic disruptions.

Replacement of catenary wire was not undertaken by Delhi division before 2018-19. During current year Delhi division have replaced 25.25 Km of overaged/weak catenary wire in identified sections in between Delhi- Sahibabad, Dayabasti- Delhi Azadpur & Patel Nagar- Dayabasti section. This is the maximum progress achieved as compared to progress during previous years. This could be achieved by optimization of resources, utilization of mega blocks and better coordination with Optg. and Engg. deptt. This shall hugely improve the reliability of OHE.

4. Replacement of brazed jointed Contact wire: -Electrification in DLI area was done in 1976 to 1982. OHE in this section is having contact wire with brazed joints. Contact wire with brazed joints is inherently prone to failure due to environmental effects of chemical pollution etc. Chemical pollution causes sulphation in brazed joint leading to poor electrical connection and consequent opening up of joint with time.

Reliability of OHE in Delhi area has been severely affected due to opening of brazed joints resulting in major OHE breakdowns causing huge traffic disruption. Accordingly contact wire replacement program in Delhi division is continuing since 1999-2000 so as to replace contact wire with brazed joints in a phased manner, prioritizing the section having high traffic density or in vicinity of chemical industries.

During current year 10 Kms. failure prone brazed jointed contact wire has been replaced. As of now, contact wire with brazed joints has been completely replaced on main lines in NDLS-TKJ-PWL, NDLS-GZB, DLI-GZB, DKZ-SSB sections.  As on date, 381 Km of brazed jointed Contact wire has been replaced and about 104 Km in DAL & loop lines/station area and 309 Km in yard is balance to be replaced.

        

5. Setting up of SEMC (State Energy Management Centre): - SEMC has been set up at RCC, DRM Office, New Delhi. This shall facilitate transfer of real time data from TSS (Traction Sub Station)/GSS (Grid Sub Station) to SLDC (State Load Dispatch Centre) and will help in forecast of daily schedule. It shall have following features:-

1. Collection of real time data.

2. Integration of data in 15 min. time blocks.

3. System will have the capability to generate energy data including frequency to facilitate demand requirement on day ahead, short time demand etc. based on average energy parameters of previous day/month.

a) Data capture in 15 minutes interval against different demands portfolios (including frequency) such as base demand, peak, peak demand, total demand and maximum demand.

b) will support demand aggregation over different periods (15 minutes to hourly to daily to monthly etc.)

4. Real time comparison between actual demand versus scheduled demand. The system will be able to import, finalize, drawl schedule as received from SLDC and generate reports on variations.

5. The system will be able to track various revision of drawl schedule.

6. Comparison of any recorded parameter at different times in history.

7. Based on Forecast, projected Schedule, Drawl Schedule and its revision as received from SLDC, the software will generate the report for variation of the same for analysis purpose and to improve forecasting and scheduling by SLDC.

8. Demand requirement will have the feature of dynamic adjustment.

9. The EMS will have capability to import data from text/xml/excel file for the purpose of analyzing existing load profile for modeling the demand forecast system be SLDC.

Status: -

a) Integration of meters at TSS end completed.

b) Data being displayed in RCC.

c) Erection & testing of Hardware at RCC completed.

d) SLDC connectivity with Delhi is achieved.

        

6. Power Procurement through Open Access: - With a view to reduce the Energy Bill, Railway Board had earlier issued instructions to procure power through Open Access to reap benefits of economical power under the new paradigm envisaged vide the Electricity Act, 2003. The Electricity Act, 2003 provided deemed distribution licensee status to Railways, thus it being treated at par with DISCOMs in procurement of power from generators.

Procurement of Power through Open Access is being done in Haryana w.e.f. 01st October 2017 and in Delhi w.e.f. 31st March 2018.

For Haryana, 53 MW power is being taken {MTOA (Medium Term Open Access) 38 MW, LTOA (Long Term Open Access) 15 MW}. To cover up the shortfall of power and to meet exigencies power is being also taken through Power Exchange in DAM and RTM.

For Delhi, 14 MW power is being taken {MTOA (Medium Term Open Access) 9 MW, LTOA (Long Term Open Access) 5 MW}. Out of it 2.95 MW power is for non traction purpose. To cover up the shortfall of power and to meet exigencies power is being also taken through Power Exchange in DAM and RTM.

7. Re-profiling of OHE in connection with up gradation of speed to 160 kmph: - Work of up gradation of OHE in connection with running of trains at 160 kmph in between Delhi- Palwal (Delhi- Mumbai route) & Delhi- Ghaziabad- Chipyana (Delhi- Howrah route) of Northern Railway has been entrusted to Delhi division.The up gradation work in these sections is to be carried out in two phases. As per instructions of HQ, works of Phase-I is to be carried out by Delhi division. The major works to be carried out in Phase-I are as under:

  • Reprofiling of existing OHE.
  • Provision of feeder wire along the track for all lines.
  • Provision of AEC (Arial Earth conductor) & BEC (Buried Earth Conductor).
  • Replacement of OHE masts due to realignment of track and due to unsuitable for higher tension.
  • Replacement of single pole isolators with double pole isolators.
  • Replacement of ATDs for 2400 kgf. tension.

Work of re-profiling of existing OHE has been started by TRD and till date 51.218 TKM OHE has been re-profiled on 3rd, 4th & UP main line between Tughlakabad- Palwal section and UP GAL in Sahibabad- New Delhi section.

8. Replacement of corroded steel anti-creep wire: - 18 nos. corroded steel anti-creep wires have been replaced with copper catenary wire. This will improve the reliability of system.

        

9. Replacement of Corroded Cantilever assemblies: - 182 nos. badly corroded cantilever assemblies were replaced during current year. This will also improve the reliability of system.

10. Replacement of overaged Lightening Arresters: - During current year 87 nos. overaged lightening Arresters have been replaced at various switching stations over Delhi area.

11. Splicing of catenary wire: - To minimize the cases of breakage of catenary wire due to breakage of strands of catenary wire splicing of catenary wire carried out at 295 locations during this year.

12. Replacement of Aluminum Cross Feeders: - 13 nos. Cross-feeders have been replaced with 150 sq.mm copper cross-feeders along with its drop jumpers.

        

13. Provision of PVC pipes as anti-bird measures: - PVC pipes were provided on 279 nos. fabricated drop arms of portals as anti- bird measures.

        

14. Checking of lightening arresters with current leakage monitor: - Healthiness of 193 nos. lightening arresters were checked with leakage current monitor at various switching stations over Delhi division. The values were found within prescribed limits.

15. Replacement of sharp edge RRA clamps: - During current year 23 nos. sharp edge RRA clamps were replaced with modified RRA clamp. This shall improve the reliability of system.

16. As a measure to improve the reliability of OHE by containing CB tripping 946 nos. porcelain insulators have been replaced with composite type insulators in polluted and vandal prone area.

17. Parameters of 02 nos. abandoned BT overlaps were adjusted and made un-insulated type in TKD- PWL section.

18. To improve the reliability of supply to S&T, jumpers of 6 nos. CLS ATs has been modified as ‘C’ type by connecting it with both Contact and Catenary wire.

19. Disconnector assemblies for Lightening Arresters were provided as per RDSO’s maintenance instruction no. TI/MI/0048 on 73 nos. lightening arresters during annual maintenance schedule of gantries.

20. Anti-climbing device were provided at 19 locations after repeated incidences of breakage of catenary wire due to monkey menace in Delhi Shahdra- Sahibabad section.


21. Height & clearance of OHE has been adjusted under 3 nos. over line structures (ROB/FOB).

22. Contact wire was provided in place of catenary wire at 45 locations under over line structures (FOBs/ROBs).

23. Opening of New Sections: -

Following sections of Delhi division has been commissioned after CCRS inspection during current year:-

1. Doubling with electrification between Deoband- Tapri (36 TKM) (Executed by NR/Const.).

2. North BG line between Patel Nagar- Delhi Cantt. (4.5 TKM) (Executed by TRD Delhi division).

24. Electrification of following sidings also completed by TRD Delhi division during the year: -

1. GRFL PFT siding and L.No.6 at Garhi Harsaru with High Rise OHE.

2. Adani Logistic PFT siding at Patli with High Rise OHE.

3. GREENFIELD CONCOR PFT siding at Rajlu Garhi.

4. CRWCL siding at Shakurbasti.

5. IOCL Siding at Kattarsingh wala.

6. Shunting line & Pit wheel lathe lines at Hazrat Nizamuddin.OHE modification work in connection with NI of Hazrat Nizammudin also completed by TRD Delhi division.

7. OHE work in connection with DFCCIL connectivity at Asaoti yard.
