1.Mechanical (O&F) Wing

Mechanical (O&F) wing is responsible for effective utilization and monitoring of diesel locomotives and crews. Diesel Operation plays a vital role in traffic movement over FZR division.  The Power wing has sanctioned Running Staff strength of 1831. Against this, on roll staff strength is 1663. The Crew of FZR Division works the trains in adjoining HSR Bikaner Divisions of NWR, UMB, MB & DLI Divisions of NR. There are 9 Crew lobbies, 9 Running Rooms and 8 Railway Consumer Depots (RCDs) over the division under Mechanical O&F Wing. It is also responsible for diesel issue to locomotives working on line in economical manner. EnHM works also forms the part of the duties of this wing.

5.DETAILS OF LOCO RUNNING ROOM OF FZR DIVISION

There are 9 Running Rooms under Mechanical O&F wing in the division, with a total bed capacity of 404.These are spacious Running Rooms with proper facilities and amenities to provide a clean, hygienic and comfortable environment to Running Staff. The Running Rooms are looked after by Chief Loco Inspector and have a caretaker also.  The details are as under

BRIEF DETAIL ABOUT LOBBIES OF FZR DIVISION:

There are 9 Lobbies under Mechanical O&F wing in the division, with a total Sign ON/OFF capacity of 2005/per day.These lobbies have proper facilities and amenities to provide a safe & secured environment for Signing ON/OFF duty by Running Staff. The Lobbies are looked after by one Chief Loco Inspector at each Lobby and have a Crew Controllers (CC) in each shift.The details are as under:

7.RAILWAY DIESEL INSTALLATION

There are 8 RCDs over the division, out of which two are in the Total Fuel Management system (TFM) at LDH and JUC under M/s BPCL at LDH and M/s IOCL at JUC. At all the RCDs except JAT, the HSD fuel is supplied by Tank Trucks (TT).

There are three 140-T DSL BD Cranes at LDH, PTK & SVDK under the charge of SSE/ART/LDH, CLI/ART/PTK and CDO/SVDK.

9.ACCIDENT RELIEF TRAIN

 

1)‘A’ Class ART at LDH under charge of SSE/ART/LDH.

2)‘A’ Class ART at PTK under charge of CLI/ART/PTK.

3)‘B’ Class ART (NG) at PTK under charge of CLI/ART/PTK.

4)‘B’ Class ART at FZR under charge of CLI/ART/FZR.

5)‘B’ Class ART at ASR under charge of CLI/ART/ASR.

10Other Activities:-

Providing crew for:-

  • 36 links of Superfast/Mail/Express trains.
  • 12 links for DEMU /EMEU/Passengertrains.
  • Avg.05 pairs of Special/Festival trains like Puja specials, Holi specials, Chhatspecials, and VIP specials time to time.
  • 140 T crane, ART and SPARMV.
  • Tower WagonCrew.

Training, Monitoring and Counseling:-

  • Scheduling training program of Running staff for promotional courses, safety course, traffic courses and other periodical refreshes courses.
  • Monitoring / grading of loco pilots by CLIs.
  • Counseling of running staff regarding Safety Circular & Safety Drives of Head Quarter/Divisional Office and modifications of diesel locomotives/DEMU.
  • Monitoring of PME, Safety/refresher courses of all Running staff to ensure that no overdue running staff to be booked for train working.
  • Updating and Publishing of Signal Location Booklet for Running Staff every year.
  • Training of new locomotive WDG-6G /WDG-4G/ WAG-12 & Three Phase EMEU.
  • Counseling & training regarding safe train operation during foggy weather.
  • Training regarding use of FSD (Fog Safe Device) during foggy weather.

11.Highlights/Achievements from April -22 to MARCH-2023.

  • HSD oil (2154175 liters) has been saved by shutting down diesel power during idle period with total saving of Rs. 186569795.5/- during the current FY.
  • Crew changing time within five minutes, achieved 100% target.
  • Separate Rooms for female running staff have been provided at ASR Running Room.
  • 56Nos of safety drives have been launched regarding SPAD, Foggy weather, action to avoid Accidents during Shunting, Avoid Over speeding, whistling habits at UMLC/MLCs, Calling out signals. Proper shutdown/Re-start, OSTA Trip/ Resetting,VCD, Securing of vehicles/load/ trains/locomotive at stations and block station etc.
  • On line CRN generation has been achieved 100% through UDM at all eight locations over FZR Division.
  • Two days training has been imparted to all running staff regarding train operation during foggy weather and use of FSD set.
  • Signal location booklet has been distributed to all running staff.
  • Caution LED display have been provided in Three Lobbies PTK, FZR & ASR.
  • CLI room has been provided in running room ASR.
  • A model of RS Emergency Brake valve and D-1 Emergency brake valve with Air Pressure has been installed at Loco Lobby LDH & PTK for practical Demonstration to ALPs.
  • 5S Certification of ART, ARME, SPART, and SPRAMV AND 140 T BD Crane over FZR Division has been has been completed.
  • 05crew has been saved by rationalization of crew link.



Duty List of Lobby Incharges-

ØTo ensure no train detention on crew Account by monitoring of crew availability and providing crew on time.

ØTo ensure all the safety training, Learning Road and Periodical Medical Examination of Running Staff carried 

    out timely.

ØTo ensure 100% booking done on CMS and “As Per Rule”.

ØTo ensure optimal utilization of Running Staff and providing them proper periodical rest.

ØRedressal of staff grievance timely.

ØImplementation of all safety drives, safety circular and technical; circulars etc. issued by Div. and HQ offices.

Duty List of Running Room Incharges-

ØMonitoring and maintaining of pleasant, healthy and comfortable environment for stay of Running Staff.

ØTo provide clean bedroom and linen to each occupants.

ØTo take care of the hygiene in kitchen and food quality.

ØTo ensure the cleanliness of overall Running Room.

ØTo ensure the availability of other facilities like Yoga Room, Reading Room, Gym etc. are upto the mark.

ØRedressal of occupant complaints timely.

ØTo ensure no unauthorized entry in Running Room.

ØTo maintain the requisite records of occupants.

Additional Duty List of Sr. DME/O&F

  1. Monitoring and coordination functions of all environment related issues.
  2. Coordinate and obtain Green Co-rating for A-1 and A category stations.
  3. Coordinate and ensure water audit and energy audit at stations.
  4. Coordination with other departments for implementation of orders of Hon’ble National Green Tribunal.
  5. Coordinate with Engg. Deptt. For Installation of Water recycling plants.
  6. Organizing Swachhta Pakhwaras, World Environment Day & Cleanliness Drives etc.
  7. Coordinate and obtain Consent to operate for all nominated stations and Goods sidings.
