1. Introduction: - The Commercial Organization of Delhi Division is headed by Sr. Divisional Commercial Manager/Coaching and Sr. Divisional Commercial Manager/Freight, assisted by three Divisional Commercial Manager’s and four Assistant Commercial Manager’s. Description of work: -

A. COACHING
Earning Performance: - The Billion Dollar Division: - The Billion Dollar Division: During April - January, 2021 Cumulative Originating Revenue was Rs. 4156.16 Crores as compared to Rs. 7067.46 Crores during the corresponding period of last year, thereby registering decline of 41.2%.
Passenger Revenue: - During April-January, 2021 Cumulative Passenger Revenue was Rs. 1450.58 Crores as compared to Rs. 4351.83 Crores during the corresponding period of last year, thereby registering decline of 66.7%. i-language:AR-SA'>During April - January, 2021 Cumulative Originating Revenue was Rs. 4156.16 Crores as compared to Rs. 7067.46 Crores during the corresponding period of last year, thereby registering decline of 41.2%.
At the end of January, 2021, Cumulative nos. of passengers were 1.83 croresas compared to 23.18 crores during the corresponding period of last year, thereby registering a decline of 92.1%.

Other Coaching Revenue: - During April- January, 2021, Cumulative Other Coaching Revenues was Rs. 188.30 Crores as compared to Rs. 386.80 during the corresponding period of last year, thereby a decrease of 51.3%.
Sundry Revenues: - During April-January, 2021 Cumulative Sundry Revenues was Rs. 364.62 Crores as compared to Rs. 379.58 Crores during the corresponding period of last year, thereby a decrease of 3.9%.
Commercial Publicity Revenues: - During April-January, 2021 Cumulative Commercial Publicity Revenues was Rs. 1.29 Crores as compared to Rs. 8.36 Crores during the corresponding period of last year, thereby decrease of 84.6%.
Ticket Checking: - Total 1775 ticket checks were conducted up to the month of Jan., 2021 resulting there is a decrease in penalty earning by 96.94 % as 1.53 crores has been earned in comparison to the same period of last year of 49.97 crores. The performance of Ticket Checking is given below:

STD/PCO: - 05 PCO/STD booths are functioning at 4 stations over Division. ATM: - At present 52 ATMs have been installed at 30 stations. Parking: - The facility of Parking is available at 70 locations at 48 stations. Deluxe Pay & Use: - 7 units of Deluxe pay & use toilets have been provided under Maintenance operate & Transfer (MOT) basis at 03 stations i.e Delhi, New Delhi and Nizmauddin. Build, Operate & Transfer (BOT): -22 units at 18 stations (NDLS, NZM, DLI, KKDE, NNO, SZM, SSB, KUN, DEC, ROK, DEE, FDN, DSA, GZB, ANDI, PNP, SNP, BVH). Renovate Operate Maintain & Transfer ROMT: - 23 units at 7 stations (DLI, NDLS, HNZM, DEE, PWL, and GGN, KKDE). Battery Operated Vehicles: - Presently ten vehicles at New Delhi, three vehicles at Anand Vihar Terminal & four vehicles at Delhi Jn. for transporting handicapped/Senior citizens/Sick passenger on paid basis across various platforms have been provided. Catering, Misc & Book stall facilities over Delhi Division: -

Area of Concern: - a) DECLINE IN ORIGINATING PASSENGER BOOKED: - At the end of January, 2021, Cumulative nos. of passengers were 1.83crores as compared to 23.18 crores during the corresponding period of last year, thereby decline of 92.1%. During April-January, 2021 Cumulative Passenger Revenue was Rs. 1450.58 Crores as compared to Rs. 4351.83 Crores during the corresponding period of last year, thereby registering decline of 66.7%. - Major reason for decline is nation-wide Covid-19 pandemic, which has engulfed not only India but the complete world. There was nationwide lockdown to prevent Covid-19, in different phases in India, ranging from complete lockdown to unlock 1, 2 & so on. All coaching train operations i.e regular Passenger, Mail Express, Rajdhani, Shatabdi & Duronto were completely suspended from 25th March 2020 to 11 May 2020. Thereafter, operation of reserved special trains only was started and till date reserved special trains are operational, causing total loss of unreserved passenger and decline in reserved segment also.
b) DECLINE IN OTHER COACHING REVENUE: - Decline in other coaching Revenue is on account of decline in Ticket Checking Revenue by 96.9% & in Parcel Revenue by 39.9%. Reason for decline is as under:- - Major reason for decline is nation-wide Covid-19 pandemic.
- Due to non-operation of regular coaching trains & operation of only reserved special trains, passengers having reserved tickets are allowed to enter the stations and trains. This has completely stopped the entry and travelling of non ticket & irregular passengers, resulted into decline in ticket checking revenue.
- All coaching train operations i.e regular Passenger, Mail Express, Rajdhani, Shatabdi & Duronto were completely suspended from 25th March 2020 to 11 May 2020 due to Covid pandemic, during which (almost two months) no freight loading was done in these trains. At present selected reserved special trains are operational, in which parcel loading is being done, but is not comparable to pre covid scenario, thereby registering decline in Parcel Revenue.
c) DECLINE IN SUNDRY REVENUE: - During April-January, 2021 Cumulative Sundry Revenues was Rs. 364.62 Croresas compared to Rs. 379.58 Crores during the corresponding period of last year, thereby a decrease of 3.9%. - Major reason for decline is nation-wide Covid-19 pandemic, which has engulfed not only India but the complete world.
- All coaching train operations i.e regular Passenger, Mail Express, Rajdhani, Shatabdi & Duronto were completely suspended from 25th March 2020 to 11 May 2020 due to Covid pandemic. All the catering stalls and MPS stalls were not operational and are still not in full operation, Parking sites were empty due to no passenger footfall, advertisement sector was also in vain due to no passenger attention. In this scenario contractors were unable to pay the due license fee. Further, as per RB letter no. 2020/NFR/11/FMC Dt: 21.08.2020, period from 25.03.2020 to 22.06.2020 (lockdown period) to be treated as “dies-non”. All these factors contribute to decline in Sundry Revenue.
Innovation & Special Work
UNDER CSR: - - Installation of sensor-operated sanitizer machine under Corporate Social Responsibility (CSR) at DRM office & various stations over Delhi Division:- Sensor-operated sanitizer machines have been installed at various locations of DRM office and stations of Delhi Division under CSR by Lala Jai Bhagwan Goyal Charitable Trust.
- Installation of Foot Operated Hand washing Stand under CSR at New Delhi, Delhi Jn. And H.Nizamuddin Railway stations:- Foot Operated Hand washing Stand has been installed under CSR by Hindustan Unilever Ltd at New Delhi, Delhi and H.Nizamuddin Railway stations.
UNDER NINFRIS: - - Mobile Digital Lockers: - Installation & operation of Digital Mobile Phone & Tablet Charging Locker Kiosks at New Delhi, Hazrat Nizamuddin, Delhi, Delhi Sarai Rohilla, Delhi Cantt & Ghaziabad railway stations @ Rs. 15 Lakh per annum.
- Bags on Wheels: - Web/Mobile App-based “home-to-coach of train” seamless baggage handling & delivery service to passengers for hassle-free secured travelling experience through BOW Square (100 Sq. Ft.) at New Delhi, Delhi, Hazrat Nizamuddin, Delhi Sarai Rohilla, Delhi Cantt., Gurgaon and Ghaziabad railway stations @ Rs.50 Lakh per annum plus 10% revenue sharing.
- Kiosks for Covid-19 Prevention material & products: - Installation and Operation of Kiosks for dispensing Covid-19 Prevention material & products to passengers for safer travel experience at New Delhi, Delhi, Hazrat Nizamuddin and Ghaziabad railway stations @ Rs.23.10 Lakh per annum.

Parcel Management System (PMS): - To improve the working of parcel office a number of steps have been taken such as introduction of Parcel Management System and up gradation of major parcel offices viz; New Delhi, Delhi and Hazrat Nizamuddin as detailed below: - - For functioning of PMS, 14 terminals, 14 electronic weighing scales, 14 printer, 04 bar code printer and 20 HHTs have been installed at New Delhi.
- 15 terminals, 15 electronic weighing scales, 9 printer, 4 bar code printer and 22 HHTs have been installed at Delhi.
- All lease contracts at NDLS & DLI are being maintained through PMS.
- 12 terminals, 12 electronic weighing scales, 12 printer, 2 Bar code printers & 10 HHTs have been installed at HNZM.
- 100% Parcel working at NDLS, DLI & HNZM is being done on PMS.

AREA OF CONCERN: - a) DECLINE IN PARCEL REVENUE: - During April-January, 2021 Cumulative Parcel Revenues was Rs. 141.10 Croresas compared to Rs. 234.79 Crores during the corresponding period of last year, thereby Decline of 39.9%. - Major reason for decline is nation-wide Covid-19 pandemic.
- All coaching train operations i.e regular Passenger, Mail Express, Rajdhani, Shatabdi & Duronto were completely suspended from 25th March 2020 to 11 May 2020 due to Covid pandemic, during which (almost two months) no freight loading was done in these trains. At present selected reserved special trains are operational, in which parcel loading is being done, but is not comparable to pre-covid scenario, thereby registering decline in Parcel Revenue.
INNOVATION & SPECIAL WORK – FREIGHT: - Despite the effect of nationwide pandemic Covid-19, various initiatives have been taken over Delhi Division to enhance the Parcel Revenue as well as to further boost the Freight Revenue.
GOODS GOODS SHED DEVELOPMENT: - - Various improvement works initiated at Seven Goods Shed over Delhi Division in 15 days plan and 3 months plan. Seven Goods Shed are Karnal, Kurukshetra, Mansa, Jakhal, Farukhnagar, Ghaziabad & Delhi Kishanganj.
- Works under 15 days plan have already been completed. Works under 3 months plans are under progress out of which 80% works have already been completed.
Other Outcomes of BDU (Business Development Unit) Initiatives: - i) FIRST EVER Two Point Loading of Automobile in NMG rake started from FDB to DNR + CHH (21.08.20). Till Jan-2021, total 18 rakes loaded, generating revenue of Rs 191.36 Lacs. ii) FIRST EVER VYAPAR MALA RUN from DKZ to JRNA run in Aug-20. Till Jan-21, total 15 Vyapar Mala loaded. iii) In continuation of the BDU efforts, Delhi Division, on 01.10.20, has successfully loaded its First ever NMG rake from Faridabad Station for Benapole, Bangladesh, transporting Tractors and earning a Revenue of Rs. 15,30,945. Till Jan’2021, total 03 rakes loaded yielded revenue of Rs 49.30 Lacs. iv) Delhi Division's Business Development Unit's continuous Outreach and Enhanced Engagement with Companies has resulted in Loading of De Oiled Cake from Tohana & Jakhal in Haryana. - Last Loading of DOC from TUN took place in the year 2013.
- In the Current Financial Year, we have loaded 12 Rakes so far from TUN & JHL.
- It is also pertinent to mentioned that DLI Division has sent first ever De-oiled cake from Tohana to Bangladesh total tones of 2,571 and Revenue of Rs 63.55 Lakh.
v) So far, two demand PCET rakes by NSTLE Company of food items sent to Bangladesh from PCWD/DWNA Goods shed, getting Revenue of Rs 49 lakh. vi) Molasses rake in 48 BTPN from Gohana station to Khurda Road Station on 12.09.20, resulting into a Freight Revenue of Rs.74.01 Lacs. This commodity has been loaded from GHNA station after an interval of more than two years. vii) Live stock loading from Sonepat to Bangarapet (BWT), getting a Railway Revenue of Rs 9.48 Lakh. viii) Loading of “Organic Manure” from Adarsh Nagar to Hatia, used for tea plantation and nurseries in West Bngal. So far, a total of 9556 tonnes of Organic Manure in 7 mini rakes have been loaded. ix) Delhi Division of Northern Railways spreading it's wings in a new business domain and helping small business traders with its First Ever Loading of IRON MILL SCALE from MURAD NAGAR (PHDL) to M/S VIZAG SEAPORT PRIVATE LTD.(VSPV) Waltair Division on 25.09.20, generating revenue of Rs 69.62 Lacs. X) First Loading in BFNS Rake from DLI Division. - ONE WHOLE railway owned BFNS rake NEEELAM was formed of 43 wagons from different rakes in FDN and BVH.
- The formation had included 21 shunts combined from 5 rakes in Ballabgarh and Faridabad town.
- Within 7 days, DELHI DIVISION was able to do the IRON AND STEEL loading in BFNS rake 4 times EX FDSG for Dhandari Kalan and Chandigarh & revenue of Rs 76.65 Lacs.
Xi) First ever loading of wet fly ash on 17.01.21 from MTSS/SSZ to GACL. Total revenue of Rs 10.18 lakhs. Xii) First ever piecemeal loading of Bentonite sulphate on 30.01.2021 from NFLD to SOP. Total Revenue of Rs. 0.84 lakhs. Xiii) Increase in Sugar Loading in Delhi Division - As the result of targeted approach towards Sugar loaders/customers, the BDU of Delhi Division constantly interacted, informed and motivated the potential Sugar loaders / customers (by the way of one to one interaction and video conferences) regarding the benefits / incentives provided by Railways for Sugar loading.
- As a result, from April- 20 to Jan-21, Delhi Division was able to load 19 full rakes and 16 mini rakes from KUN, GHNA, MOZ & DRLA (19+16) Station, getting a Railway Revenue of Rs 9.79 Crores.
- It is pertinent to mention that in August/2019, the Sugar loading was NIL from these stations. Moreover, we are able to capture Sugar loading by Dhampur Sugar (M/s DSM) for the 1st time ever by Railways.
- Delhi Division's Business Development Unit's* continuous Outreach and Enhanced Engagement with Sugar Industries has resulted in First Ever Loading of Sugar by M/S SHRI DUTT INDIA PRIVATE LTD from GHNA to SRVA on 05/09/2020.

Parcel: - On 22/09/2020, Delhi Division, as a result of its continuous efforts to reach out for potential customers and to increase Railway revenue, for the 1st time ever, has successfully loaded and dispatched a LHVP Parcel Van No. 201676 of 24 Tonnes booked for Amazon material in Train number: 02692 ex-NDLS to SBC (SBC Rajdhani of LHB rake). The Total Railway Revenue to Railways will be Rs. 5,60,08,440/- up to 13.04.2021. Major Milestones in PARCEL Revenue by DLI Division: - - As a result of persistent efforts of Delhi Division to increase the Parcel Revenue and to capture the huge potential of E-commerce Transport through Railways, Delhi Division has achieved success in getting Advance booking for 24 ton VPs/LVPs in Rajdhani trains & M/Exp. Train i.e. 02692, 06528, 02952, 02302, 02424 & 02314.
- Delhi Division has achieved success in getting Advance booking of 3291 SLR/VP/days in different trains.
- Total advance freight collected is Rs 2.25 Crore, that is, 10% of total Freight.
- Total Freight that will be accruable during the period will be - Rs. 22.55 Crore (including advance freight).
Division has successfully allotted a short term lease VP contract for a period of one month in Train no. 02616 Ex NDLS to MAS w.e.f 29.01.2021. Freight of same is Rs 4,17,696/- per round trip, out of which Delhi Division will receive Rs 2,08,848/- per trip and Rs 62,65,446/- in one month.
