ORGANISATION

·Medical Department is headed by Chief Medical Superintendent Northern Railway, Moradabad. Medical department is providing Medical facilities to about 96824 Nos. of serving Railway employees including RELHS members & their families.

    ·19 IRHS Doctors and 08 CMPs (Against the sanctioned strength of 33 IRHS) are posted in Medical Department, Moradabad Division.

    ·Mechanized cleaning, Sanitation & Conservancy works of Railway colonies over the division are also being managed by Medical Department.

INTRODUCTION

The Moradabad Railway Division is one of the five railway divisions under the Northern Railway Zone of the Indian Railways. NR/DH was formalised in 1899 and its headquarters located at Moradabad, Uttar Pradesh. It was subsequently created in 1925 as part of East Indian Railways. While most of the HQ establishments of NR/DH/MB were formed during initiation, the British East India Company subsequently 35 years later opened an ‘East Indian Railway Hospital’ (EIRH) at Moradabad (MB) and the same was inaugurated on the 3rd of December 1934 by the then British CMO, Sir Hassan Suhrawardy KT.O.B.E.  During inception EIRH provided few specialised and basic health care facilities for English and British East Indian Railway employees. Post-independence, the East Indian Railway Hospital, Moradabad - after multiple nomenclatures changes the timeline of which could not be traced - today is called ‘Northern Railway Divisional Hospital, Moradabad.

Today, eighty-nine years down the line the tentacles of Northern Railway Divisional Hospital, Moradabad have spread over to the ‘States of Uttar Pradesh and Uttrakhand’ in addition to ‘a few areas in the National Capital Region (NCR)’. In these regions NRDH/MB provides medical facilities to over 93000 serving Railway employees, Retired Employees Liberal Health Scheme (RELHS) members and their dependents.

Vision, Mission, Value Proposition and Divisional Health Objectives

True to the ideals of a ‘welfare state’ as inscribed in the constitution of India, the Indian Railways pursues a policy of progressively improving both working and living conditions of its staff by providing them Government supported state of the art welfare amenities, which include medical health and hygiene benefits as one of the primary facilities. 

Accordingly, the Northern Railways Divisional Hospitals including ‘NRDH/MB and its attached units’, aim to build upon the lineage and augment strategic medical facilities to its Divisional Employees. Aligning with the same, the NRDH/MB vision, mission, mission objectives and CMS MB Value Propositions for providing untethered medical welfare facilities are stated below :-

Provide comprehensive and state of the art health care facilities for all Railway beneficiaries in the NR/DH/MB Division by progressively improving medical pre-requisites, strategic health care amenities and medical practitioners’ capabilities by schematic learning.”

In consonance with the Vision Statement of NRDH/MB above the Mission Statement of Moradabad Medical Division is to provide:-

Total patient satisfaction through humane approach and shared commitment of every single doctor and paramedic to provide quality health care using modern and cost effective          techniques and technologies.” 

Divisional Railway Hospital, Moradabad is a 119 bedded hospital. Following specialties are provided in Divisional Hospital, Moradabad:

Main Features of Medical Department

1.All Health Units have been upgraded by providing Oxygen concentrator, Oxygen cylinders, ECG Machine except SPN/HU, Glucometer, Nebulizer, Blood and Urine test facility and the facility of cashless is also available for lab test.

2.Sanitary Pad Vending Machine & Sanitary Disposal system is available in Female Ward, Divisional Hospital, and Moradabad.

3.Water & Food sample are being taken over the Division under quality control.

4.Physiotherapy Center with equipment provided with one physiotherapist.  

5.10 bedded dormitory for relatives of indoor patients at Divisional Hospital, MB.

6.AC Mortuary for 06 units is available at Divisional Hospital, Moradabad.

7.Pathology department is conducting most of the blood related investigations by Advanced Blood Analyzer.

8.Door to Door garbage collection work is being done in Moradabad, Haridwar & Roorkee Railway colonies.

9.Comprehensive cleaning of Divisional Hospital, Moradabad is being done.

10.Promote Ayush – Traditional and non-conventional system of health care and healing in consonance with the States National Objective : like Ayurveda, Homeopathy facilities available on part time basis from SBF.

11.Enforcement of Prevention of Food Adulteration Act within Railway premises.

12.Monitoring of quality of drinking water in Railway Stations and Railway Colonies. Surface sanitation at certain Railway Colonies and at some nominated Railway Stations.

13.Reproductive and Child Health Services including Family Welfare and immunization of vulnerable groups.

14.Implementation of National Health Programmes.

15.Providing immediate /prolonged health care during pandemic.

16.E-Medicals, paperless medical procedural adherence with the inclusion of IT and Artificial Health initiatives in future to augment Rail employee benefits, maintain medical database and save man-hours in the long run.

ACHIEVEMENTS

General:

1.Hospital Management & Information System (HMIS)-Phase-I and Phase-2 has been implemented in Divisional Hospital.

2. Hospital Management & Information System (HMIS)-Phase-I has been implemented in all health unit and Phase-2 has been implemented in H/U SPN, RAC and BE and in process in rest of the all units.

3.OPD Slips generation is being started through UMID card.

4.All medicines inventory is being done through iMMS in divisional Hospital & Health Units and the process of merger iMMS with HMIS has not yet not been done.

5.18 multi specialties private hospitals have been recognized for Moradabad, Bareilly, Shahajahanpur, Hapur, Haridwar & Dehradun for providing cashless facilities/super/multi specialties to railway beneficiaries.  

6.04 Investigation labs/Centers has been empaneled with NR/MB Division for MRI, CT, USG, X-ray & blood tests on CGHS rates and 04 labs have been empaneled over health units for cashless investigation at all health unit level of divisional hospital Moradabad.

7.Up gradation of dental OPD has been done by commissioning of new advanced dental chair and Root canal locator. The process of dental X-ray machine is in final stages.



8.Up-gradation of OT equipment for Eye surgery has been done – Phacoemulsification machine has been commissioned and the procurement of operating microscope is in final stage.

9.Up gradation of eye OPD - (under DRM power) of M&NP slit lamp for eye OPD  has been processed and procurement of keratometer with auto refractor is in final stages.



10.In beginning of year 02 HVS were hired for ophthalmology and pediatric till date more than 61eye surgery has been done till date. Engagement of specialist for Orthopedic, General Surgery, ENT, and radiologist as HVS for divisional hospital MB. But only General surgeon has joined on 16.11.2022 since than 02 cholecystectomies has been done successfully.

11. All efforts have been made for Clearance of Reimbursement cases within 60 days But the targeted clearance for 60 day is not possible to achieve till date only 43.1%.  More than 60 days from 1st April to till date is 94%.

12.The procedure of referrals for direct admission has been streamlined and procedure for clearing the bills within time limit and preventing pendency has been implemented and record of billing is being maintained.

13.A SMS based information system launched in divisional hospital, Moradabad in which information regarding availability of Local Purchase medicines is being given to railway beneficiaries on their mobile phone through SMS.

14.Emergency Medical assistance to Railway passengers who fall ill during their journey, on as required basis.

15.Implementation of Ayushman Bharat under Prime Ministers Jan Arogya Yojana (PMJAY). PMJAY scheme has been initiated for indoor treatment of economically weaker section of the society who needs health care facilities. The programme initiation is to be undertaken.

16.Monitoring of quality of drinking water in Railway Stations and Railway Colonies.

17.Surface sanitation of all Railway Colonies and at some nominated Railway Stations.

Sanitization work is in process of out sourcing in all colonies on outcome basis on GeM portal as per instruction of Railway Board. The HKA’s working under colony sanitization will be directed for medical examination for safety category once out sourcing is done of all the colonies.  

Cleanliness drives have been organized in Railway colonies railway station & divisional hospital.
