Introduction :-

Safety department to ensure safe operation of trains, inform employees about safety rules from time to time, foot plate inspection, ambush check, station inspection, lobby inspection, running room inspection

To perform important tasks like level crossing inspection, night inspection, staff counselling, safety seminar, street plays, accident case investigation and accident case updating on sims portal.

The Safety organization in the division is headed by Sr. Divisional Safety Officer. He is assisted by Asst. Divisional Safety Officer and five safety counselors one each from Traffic, C&W, P.way, Loco & S&T.

Initiatives taken to enhance Safety Environment

6.1       Engineering  Works (2022-23)

ØCTR has been done 75.105  Kms.

ØTRR has been done 119.905 Kms.

ØTSR has been done 30.299 Kms.

ØTFR has been done 68.898 Kms.

ØTurnout Renewal has been done 67 no.

ØDeep Screening (Plain Track) has been done 64.593 Kms.

ØDeep Screening (Point & Xings) has been done 72 no.

ØTie Temping has been done 768.868 Kms.

ØPoint & Crossings temping has been done 378 no.

ØUSFD Testing has been done 4967.791 Kms.

            Level Crossings during 2022-23

Ø10 No LCs have been closed by providing LHS in BLM-ON (1) and ROZA-SPC (9). 01 more LC (LC 343/Spl. in MB-SPN section) have been closed due to commissioning of ROB.

6.2       Signalling and Interlocking During 2022-23

Ø03 stations (MAHO, HMP & SPC) have been converted from mechanical interlocking to Electronic Interlocking.

Ø02 New IBS signal have been commissioned between KAR-MST and LRJ-RSI.

ØSliding booms have been provided on 14 level crossing.

Ø111 point machines have been replaced.

Ø633 LED signals have been replaced.

ØAutomatic Fire Alarm System have been provided in 30 relay rooms.

 

6.3       Activities of Safety Branch

i.Literature/Posters

11755 Pamphlets/Stickers have been distributed among Road Users to aware them about Safety at Level Crossings.

ii.Online monitoring of compliance of Inspection deficiencies (SIMS):

 Deficiencies pointed out during safety inspections are uploaded to this module and compliances also uploaded. Due to this module, monitoring of timely compliance of deficiencies has been made possible and a sense of alertness among safety has inculcated among all departments. In 2022-23, total 88 deficiencies were uploaded out of which 54 have been complied.

 

iii.Safety Seminars & Activities are organized at regular intervals and at different places over the division. In these interactive sessions staff is counseled to follow the laid down procedures and not to use any shortcut methods. In the year 2022-23, a total of 33 safety seminars and activities have been conducted and total 2798 staff has been counseled.

Total 18 Shunting Melas organized and total 636 staff has been counseled.

iv.Safety Drives/Circulars- To keep the check on alertness, regular safety drives/Circulars are launched. In the year 2022-23, Total 17 safety drives were launched. 13 safety circular has also been issued.

v.Mega Drives of R. Board- As per instructions from R. Board, 03 mega drives each for a month long period were launched in the division. First drive was launched w.e.f. 27.01.2022 to 26.02.2022 in which 950 inspections were carried out by officers over the division, 1682 deficiencies were reported out of which, action has been taken on all deficiencies. The Second drive was launched w.e.f. 05.03.2022 to 04.04.2022 in which 345 inspections were carried out by officers over the division, 107 critical deficiencies were reported out of which, action has been taken on all deficiencies.  3rdmega drive is in progress since 28.10.2022.

vi.Disaster Management plan of 2022 has been printed and circulated to all concerned officials, stations, ARTs, ARMVs, depot.s and control offices etc.

vii.A safety action plan prepared on the basis of observations and being monitored.

viii.International Level Crossing awareness week - During ILCAD-2022, about 3816 Road Users and 215 railway staff were counselled at 189 deferent level crossings about safety at LCs. 6250 pamphlets and 200 stickers were distributed and 10 flexi posters were displayed for awareness of Road Users. Nukkad nataks, Bike rally were organized. A selfie point was also installed at Moradabad Station for awareness of public.

   ARME scale –II are located at BLM, BE, NBD, LRJ, HW, DDN, GJL, HPU and CH.
